正規戦と非正規戦を組み合わせた戦争の形である「ハイブリッド戦争」は、2014年のロシアによるウクライナのクリミア併合やウクライナ東部の危機で、世界の注目を浴びるようになり、現代の脅威として強く認識されるようになった。本研究ではロシアの外交手段としてのハイブリッド戦争を分析し、その対抗策を打ち出すことを目的としてきた。
だが、2022年2月にロシアがウクライナに侵攻し、両国間の戦争が継続する中では「ウクライナ戦争」が現在進行形かつ最先端のハイブリッド戦争の実例として認識されるようになった。ハイブリッド戦争は、戦うアクター、戦い方・手段が多様かつエンドレスに増えうるという性格を持つため、最先端の事例研究が実態に即した研究をする上では重要となる。故に本研究は、戦争勃発以後、ウクライナ戦争を事例に研究を進めてきた。現在、戦争が継続中のため、結論は出せないが、本戦争では情報戦が特に目立ち、そのプロパガンダ効果が戦果にも大きく影響しており、また社会の分断をも深刻にするなど興味深い影響力を持っている。また、日々新しい論点、戦い方が生まれているのも本事例の特徴であり、興味深い。
3年間の本研究は、文献調査、現地調査、共同研究などを有機的に統合して進める予定であったが、最初の2年間は新型コロナウイルス問題で全ての海外出張が不可能となった。だが、オンラインで当初の目的達成を試みた。2022年度は海外出張が可能となり、戦争中のウクライナやロシアへの渡航は叶わなかったが、オンラインでの議論やインタビューで最新の情報を入手し、欧州での調査や学会発表などで国際的にも研究網を広げつつ、成果の発表もしてきた。共同研究も有意義であった。また論文、書籍、エッセー、メディアからのインタビューやメディア出演等で、自分の研究の成果を常に発表することができた。本研究については、世界的にとても重要な意義があるため、今後も続けたい。
"Hybrid warfare," a warfare that combines regular and irregular warfare, came to the attention of the world following Russia's annexation of Crimea in 2014 and the crisis in eastern Ukraine from 2014. Then, it has become a strong contemporary threat. The purpose of this research is to analyze hybrid warfare as a diplomatic tool of Russia and to come up with countermeasures.
However, Russia started to invade Ukraine in February 2022 and the ongoing war between the two countries, the "Ukrainian War," has come to be recognized as an ongoing and cutting-edge example of hybrid warfare. Hybrid warfare is characterized by the fact that the actors involved in the war as well as the methods and means of warfare can be diverse and endless, so cutting-edge case studies are important for conducting research in line with the actual situation. For this reason, this research has conducted research on the case of the Ukrainian War since the outbreak of the war. Currently, the war is still ongoing, and no conclusion can be drawn, but information warfare is particularly conspicuous in this war, and its propaganda effect has had a large impact on the results of the war. In addition, it has also had an interesting influence, such as deepening the divide in society. Another interesting feature of this case is that new points of contention and ways of fighting are emerging every day.
This three-year research was planned to organically integrate literature surveys, field surveys, joint research, etc., but for the first two years, research in the foreign countries were impossible due to Covid-19 problem. However, I tried to achieve my original goal using online tools even in the first 2 years. In 2022, the situation of Covid-19 became better, and I could go abroad, of course it is still impossible to visit Russia and Ukraine. Then, I could obtain the latest information through online discussions and interviews, and from real meeting or collecting materials in Europe. I could expand our research network and published many achievements such as papers, books, essays, interviews and media appearances.
I would like to continue this research because it is of great global significance.
