1. 日本での分析。日本での分析：2021年7月の熱海の土砂災害の教訓を分析し、上記の5つの原則に基づく教訓を導き出した。災害リスク軽減の観点からは、オープンデータ、オープンガバナンス、破壊的／新興技術が非常に重要である。オープンガバナンスに関する詳細な文献調査を行い、災害リスク軽減の分野で採用されているオープンデータの5つの原則、1）デフォルトでオープン、2）アクセス、ライセンス、文書化、3）共同作成、4）地元所有、5）多様なユーザーのニーズを満たす方法で伝達を確認しました。また、日本におけるエマージングテクノロジーの進化とその応用について、DRR1.0（伊勢湾台風）、DRR2.0（阪神淡路大震災）、DRR3.0（東日本大震災）、DRR4.0（EJET後）として災害リスク軽減における4段階の進化の分析をしました。2011年の大災害の後、オープンデータへの取り組みや、DRRにおける新技術のためのハイテク企業とのコラボレーションやパートナーシップなど、様々な取り組みが行われています。オープンで使いやすいデータの特性、ローカルガバナンスシステム、ソリューションの共同創造から共同提供へ、データの民主化、コミュニティ参加による分離されたデータの解釈などが、オープンデータ運動における重要な学習事項のいくつかである。オープンなガバナンスはまだ発展途上の文化であり、オープンデータはそのための重要なツールである。
2. 2. インド訪問: インド訪問中に、日印の協力の可能性がいくつか示された。日本のSociety 5.0やレジリエンスに関する教訓のいくつかを、特に中小企業、沿岸地域のレジリエンス、都市のレジリエンスといった様々な分野でインドに適用できる可能性がある。今後は、コミュニティや国家の持続可能な発展のために、レジリエンスと気候変動の要素を適用するこの取り組みを続けたいと思います。
1. Analysis in Japan: Analysis was made on the lessons from July 2021 landslide in Atami, and draws some lessons based on the above mentioned five principles. Open data, open governance, disruptive / emerging technologies in the perspectives of disaster risk reduction (DRR) is very important. With an in-depth literature review of open governance, we identified five principles for open data adopted in the disaster risk reduction field: 1) open by default, 2) accessible, licensed and documented, 3) co-created, 4) locally owned, and 5) communicated in ways that meet the needs of diverse users. We also analyzed the evolution of emerging technologies and its application in Japan, and four phased evolution in the disaster risk reduction as DRR 1.0 (Isewan typhoon), DRR 2.0 (Hanshin Awaji earthquake), DRR 3.0 (East Japan earthquake and tsunami) and DRR 4.0 (post EJET). After the major disaster of 2011, there has been different initiatives in open data as well as collaboration / partnership with tech firms for emerging technologies in DRR. Characterizing open and usable data, local governance system, from co-creating to co-delivery of solutions, data democratization, interpreting de-segregated data with community engagement are some of key learnings for open data movement. Open governance is still an evolving culture, and open data is an important tool for that.
2. Field visit to India: during the field visits, several scope of cooperation for India Japan collaboration was formulated. There are potentials of applying some of the Japanese lessons for Society 5.0 and resilience in India, especially in different sectors like small medium enterprises, coastal resilience and urban resilience. In future, we would like to continue this effort to apply resilience and climate change components in the sustainable development of the communities and nations.
