本稿では，総務省『全国消費実態調査』の個票データから，所得と資産が生活保護基準未満 である世帯について分析を行った。その結果，1994 年から 2009 年にかけて，所得から測った基準 未満率は大きく上昇し，相対的貧困率を上回るようになっていたことが分かった。一方，実際の生活 保護の運用により近いと考えられる資産を考慮した基準未満率の変動は小さく，低い水準にとどまっ ている。このことから所得が最低生活費以下であっても，手持ち金や車の保有によって生活保護の対 象とならない世帯が，過去15年間で増加していることが示唆された。
In this paper, we examine households that have income and assets below the minimum living standard (MLS), using micro-data of the National Survey of Family Income and Expenditure. We find that the ratio of households with income below the MLS increased rapidly from 1994 to 2009, and its level exceeded the relative poverty rate after 2004. However, the ratio of households with both income and assets below the MLS was considerably low, yet nearly stable, during the same period. These results indicate that some lowincome households with a small amount of savings and/or cars owned might not be eligible to receive social assistance benefits, even when household income was below the MLS. Moreover, the number of such households has increased over the last 15 years.
