ヒュームの公債論について、以前に国際学会で報告した内容をベースに、最新の研究成果を盛り込んで新たな論文として書き上げ、海外の査読付き学術誌に投稿した。従来、ヒュームの公債論は、他の経済論文に比べて注目度が低く、最近では当時の植民地戦争をめぐる文脈で解釈されてきたが、今回の論文はヒューム公債論のヒューム経済体系における重要性と、ジェイムズ・ブキャナンの公共選択論の先駆としての意義を強調するものである。従来の解釈では、ヒュームが予言した公債による国家の破滅というシナリオが外れたことをもって彼の公債論を過小評価する傾向が強かったが、本論文ではヒュームの趣旨が公債というシステムを根絶することの難しさに置かれていたこと、ブキャナンのいう「民主主義の赤字」を先駆的に指摘していることを評価している。

くわえて、ヒュームの利子論に関する論文も、海外の査読付き学術誌に投稿中である。ヒュームの利子論は、1752年出版の『政治論集』を中心に研究・考察されてきたが、本論文では『イングランド史』における利子率の歴史的変動と、中世イングランドにおけるユダヤ人、およびその追放による利子率の変化に関するヒュームの記述を中心に、彼の利子論の意義を再検討するものであった。

当初の計画では、ヒュームの奢侈論についても本助成金によって研究を進める予定であったが、当初の申請額より減額されたためにカバーすることができなかった。よって、研究成果実績の概要からは除外する。ただし、本研究課題であるヒューム経済思想史研究の一環として彼の「意見」について論じた英語論文を寄稿する機会が得られた。経済活動を生活様式のみならず、意見の変化から説明するヒュームにとって、意見の突発的かつ急激な変化を心理学的に考察することが一つのテーマとなっていたことをこの論文において明らかにしている。
Based on my previous paper on Hume's theory of public debt presented at an international conference, I have written a new article incorporating the latest research results and submitted it to an international peer-reviewed academic journal. Traditionally, Hume's public debt theory has received less attention than other economic essays and has recently been interpreted in the context of contemporary international wars, but my article emphasizes its significance in Hume's economic system as a precursor to James Buchanan's public choice theory. Conventional interpretations have tended to underestimate Hume's public debt theory because Hume's expectation of the destruction of the nation by public debt has not been realized, but this article shows that Hume's purpose was to address the difficulty of eradicating the system of public debt and to pioneer what Buchanan calls "democratic deficit."

In addition, I submitted an article on Hume's theory of interest to an international peer-reviewed journal. Hume's theory of interest has been studied and discussed mainly in his Political Essays, published in 1752, but this paper reexamines the significance of his theory of interest, focusing on the historical changes in the interest rates, and Hume's description of the Jews in medieval England and the changes in the rate of interest due to their expulsion in the History of England.

The original plan was to include the study on Hume's theory of luxury in this research grant, but this subject could not be covered because the amount of the research grant was reduced from the original application amount. Therefore, it is excluded from the summary of research results. However, I had an opportunity to contribute an English paper discussing Hume's view of "opinion," which is closely related to his economic thought and this research project. For Hume, who explained economic activities not only in terms of manners but also in terms of changes in opinions, one of his themes was to examine sudden and abrupt changes in opinions from a psychological perspective. In this regard, the aim of this paper is to reevaluate Hume's thought as a forerunner of political epistemology.
