本研究では、様々な障害や疾患、または経済的な問題や家庭の問題などにより、必要となる特別な配慮や支援を必要とする人たちを対象としたキャンプ（スペシャルニーズ・キャンプ、以下SNC）実施による教育的効果と課題を明らかにすることを目的とした。
キャンプを実施する団体、青少年教育施設、特別支援学校等のステークホルダーを対象としたインタビュー調査とフォーラムを実施して、キャンプの可能性について議論を深めた。
SNCの魅力として、①キャンパー、保護者、スタッフがそれぞれを尊重すること　②様々なコミュニティの人と一緒に学校の教育評価とは違う評価があふれる野外での実体験・成功体験を積み重ねることで関係者の自己肯定感が高まること　③学生ボランティアを中心としたスタッフが新しい発想で様々な課題を乗り越えることがキャンパーはもちろん保護者、スタッフも心揺さぶられる経験となること、④当事者ではない人がキャンプに関わり、悩みを共有し同じ思いの人がつながる経験により共生力が高まることが挙げられた。
課題としては、①キャンプを継続する難しさ　②障がいのある子のご両親の高齢化問題　③施設・運営面の課題（スタッフの質と数・資金面・医療(アレルギー)面・バリアフリー・文化（宗教）面等の課題が挙げられた。現在の傾向として安全志向・失敗させない文化・共働き時代となり、自分の子どもの世話だけで精一杯な面など、スペシャルニーズのある子どもと社会に大きな溝があり、家族や特別支援学校の仲間と心ある指導者の中だけでは生きられないという課題も挙げられる。家族や学生スタッフがキャンプを通して見つけた課題を、キャンプ後に解決を目指すことも多いため、スペシャルニーズのある子どもがよりよく育つための環境づくりの一助として、子どもに関わるステークホルダーとさらに連携を深めていく必要があると思われる。
The purpose of this study was to identify the educational benefits and challenges of implementing special needs camps (SNCs) for people who need special attention and support due to various disabilities, diseases, or financial and family problems.
An interview survey and forum were conducted with stakeholders such as organizations conducting camps, youth education facilities, and special needs schools to discuss the potential of the camps.
The appeal of SNC is that (1) campers, parents, and staff respect each other; (2) the sense of self-affirmation of those involved is enhanced by accumulating real and successful outdoor experiences with people from various communities that are evaluated differently from the educational evaluations of schools; (3) the staff, mainly student volunteers, overcoming various issues with new ideas is an inspiring experience not only for campers but also for parents and staff; (4) people who are not involved in the camp are involved in the camp, and the power of coexistence is enhanced by the experience of sharing concerns and connecting with like-minded people.
The challenges to continuing the camp included: (1) difficulties in continuing the camp; (2) the aging of parents of children with disabilities; and (3) challenges in terms of facilities and management (quality and number of staff, funding, medical (allergy), barrier-free, and cultural (religious) aspects.
Since families and student staff often seek to resolve issues that they find through the camp, there is a need for further collaboration with child-related stakeholders to help create a better environment for children with special needs.
