末端社会に生きる人々を統合するための諸政策は、中国においてどのように策定され、執行されてきたのか。中央で策定された政策は、重層的権力構造を成す各行政レベルのエージェントにより執行される過程でいかなる変容を遂げ、その変容は国民統合のあり方にいかなる影響を及ぼしたのか。こうした問題に答えるため、本研究では、中国共産党によって労働者を党と結びつける紐帯と位置付けられた工会を対象に分析を行っている。
本年は、建国初期において民営企業のプレゼンスが大きく、労働者の組織化が進んでいなかった浙江省を事例に、中央レベルで工会を通じた労働者統合の試みが急展開した1950年代、1980年代を中心に、地方各行政レベルの党・工会が、中央の政策転換をどのように受容したのか、どのようなロジックに基づき、いかなる制約の中で労働者の統合を試みたのかを論じた。その成果は、著書としての出版を目指し、すでに粗稿を仕上げ、現在出版会と出版に向けた打ち合わせを進めているところである。
また、市・県から基層に至る末端の政治の特徴を明らかにするべく、復旦大学社会生活資料センターにて、1950年代から60年代にかけての安徽省蕪湖市の工会および末端の工人幹部に関する資料を収集した。これについては手書きのものについてはアルバイトを使って入力作業を進め、現時点で約３分の１が終了したところである。
加えて、労働者の組織生活について、中華人民共和国成立以前からの連続性、断絶性について考察を深めるべく、戦前・戦中の都市「ギルド」に関する研究（主に、橘樸、根岸佶、仁井田陞、今堀誠二らの研究）について、改めて文献調査を行なった。これに関しては2019年3月25日、東京大学東洋文化研究所にて行われたセミナーにて報告を行った。
How have the Chinese Communist Party (CCP) leaders designed the strategies to unify the ordinary people living their daily lives? How have the policies been formulated at the center, and how have they been reinterpreted or changed by regional/ local leaders in the implementation process? How have the reinterpretation or transformation affected the Party's unification of the people? In order to answer these questions, this research project analyzes gonghui (trade unions) which has been defined as the "transmission belt" to rally workers around the CCP.
Three achievements were made during this academic year. First, the book titled "Unifying Workers in the PRC (tentative)" has been almost completed (now is prepared to submit the proposal to the publisher) . It discusses how the party and gonghui leaders at provincial/ city/ county levels in Zhejiang province accepted, reinterpreted and implemented the central policies related to unification of workers in the 1950s and the 1980s.
Second, I visited the Contemporary China Social Life Data and Research Center (Fudan University in Shanghai) and collected primary materials about gonghui and "worker cadres" in Wuhu city (Anhui province). Among them, handwritten materials are now being input into digital files by students (approximately 1/3 has finished).
Third, literatures on Chinese "guilds" before and during the WWⅡ (including the works by Shiraki Tachibana, Tadashi Negishi, Noboru Niida, Seiji Imabori) were reviewed to consider the continuity/ discontinuity in Chinese workers' organizational lives before and after 1949. Some considerations based on the research were discussed in my presentation "the Heritage of Chinese 'guilds' Researches before and during the WWⅡ" delivered at Institute for Advanced Studies on Asia (University of Tokyo) on March, 25th, 2019.
