1960年代から70年代に活発化した未来論の同時代的な問題意識を回顧するために、NHKが放送したテレビドキュメンタリーシリーズである「70年代われらの世界」の映像資料の閲覧、分析を行った。しかしながらNHK放送博物館の所蔵の映像資料の保存状態は不完全だったため、放送台本の閲覧、解析に注力し、30余りの番組の内容を確認した。その結果、当時の未来論の関心として、以下のような論点が中心的であったとの知見を得た。
まず経済成長の成果がひとまず行き渡った1970年代には、様々な非物質的な価値への関心が高まったことである。それには、環境問題、家族関係の変化、女性の社会的役割の拡大などに、強い関心が寄せられていた。これらの問題意識は、今日にも通底するものだが、この時期語られていたのは、地球の寒冷化の可能性であり、また人口爆発の問題であったことは興味深い。
第二に、技術進歩の結果、未知の課題に人類が直面することが、この時期すでに語られていた。例えば医療技術や原子力、あるいは航空機の発達による騒音問題などが、深刻な問題として取り上げられていた。また臓器移植をめぐる倫理問題、さらには高齢化による老人の孤独といった課題が意識されていた。そして自動化技術の発達によって、人間労働の必要が劇的に低下し、「余暇社会」が到来することも予想されていた。
第三に、日本の国際的な立ち位置が今後変化するのではないかという疑問も、繰り返し問われていた。一方で、日本の国力の増大によって、日米関係がこれまで通りにはいかないのではないかという予感と、他方で日本のアジアにおける突出した立場、とりわけ日本の経済的搾取や、それによるアジア諸国の低開発状態の再生産という、従属論的問題意識が繰り返し取り上げられていた。その後のアジアNIESや中国の爆発的な経済的拡大と、日本の経済的停滞の可能性は、当時はまったく意識の外にあった。
資料閲覧に時間を要したため、年度内には論文の完成に至らなかったが、この時期のアメリカにおける未来学の動向も加味して、近日中に成果を論文としてまとめたいと考えている。
In order to review contemporary awareness of futurology, which became more active intellectual focus in the late 1960s and early 1970s, apidly intensified in the 1960s and 70s, I conducted analysis of the video materials of "1970s, Our World", a television documentary series broadcast by NHK. However, since collection of the video material is highly incomplete at the NHK archive. Thus, I needed to go through and analyze the broadcast script. By looking into more than 30 programs. it was confirmed that following issues were central themes of discourses concerning future of Japan then.

First of all, interest in non-materiel values had been keener in the early 1970s, when the results of rapid economic growth were shared widely across the society. There was concern about environmental issues, changes in family relationships, and the expansion of women's social roles. Though these problems are still relevant today, it is interesting to note that during this period what was talked about was global cooling and the challenges caused by population explosion.

Second, as a result of technological progress, new sets of challenges posed by technology were widely discussed with a sense of uneasiness. For example, medical technology, nuclear power, or noise problems due to the expansion of air traffics were taken up as serious problems. In addition, issues such as ethics related to organ transplantation and loneliness of old people due to longevity of life were also considered. With the development of automation technology, the need for human labor were expected to be dramatically reduced, and "leisure society" was predicted. The discourse is somewhat resembles today's discussion about AIs.

Thirdly, direction of Japan's changing international position was repeatedly questioned. On the one hand, with Japan's growing national power, it seemed that Japan-US relations would not be the same as before. On the other hand, Japan's exceptional position in Asia, in particular Japan's economic exploitation of Asian neighbors and reproduction of poverty in Asia was repeatedly talked about. This dependency theory obviously overlooked explosive economic expansion of the Asian NIES and then China, which actually took place over the last 30-40 years.

Because it took a longer time than expected to browse the NHK materials, I could not finish writing an article on this subject by the end of the fiscal year, but I would like to work out an article, incorporating my analysis on the futurology in the US around the same period.
