本研究は、ドイツおよびイギリスの社会保険制度、とりわけ女性への給付の比較を通じて、家事や育児を中心的に担う女性、すなわち「主婦」の位置付けを歴史的に解明することを目的としている。
初年度である2018年度は、本資金によってイギリスおよびドイツに赴いた。イギリスでは、大英図書館およびロンドン・スクール・オブ・エコノミクス（LSE）付属図書館のベヴァリッジ文庫で史資料の調査を行った。後者については膨大な史資料が残されていた上に、一度に閲覧できる史資料の数が厳しく制限されており、1週間の滞在ではごくわずかの史資料しか調査・収集できなかったが、前者については豊富な史資料にアクセスすることができた。ドイツでは、ハンブルク大学付属図書館で史資料の調査を行った。
大英図書館およびハンブルク大学付属図書館で閲覧・複写を行った史資料の分析や先行研究を整理する作業を進める中で、ベヴァリッジもさることながら、ベヴァリッジと同様に社会保険制度の視察のためにドイツを訪問したロイド＝ジョージや、彼とともに社会保険制度の構築に尽力したブレイスウェイト（W. J. Braithwaite）の思想や業績を射程に入れることが本研究にとってより重要であることがわかった。
以上を踏まえ、現在は、1911年に成立したイギリスの社会保険制度、とりわけ国民保険法の一つである疾病保険法を策定する過程でロイド＝ジョージが行った講演の原稿や議会議事録も入手して読み進め、「主婦」が給付の減額という形で男性や同年齢の単身女性とは異なる位置付けを与えられるようになった過程を解明するとともに、その背景にある家族観について分析・考察を進めている。
申請時に掲げた初年度の事業計画はすべて果たしたので、2年目である2019年度は、ロイド＝ジョージやブレイスウェイトに関連する史資料をさらに収集するとともに、分析を精緻化していく予定である。
The aim of this research is to clarify the position of housewives in the social insurance systems in Germany and Britain, especially by comparing the benefits targeting at women.
With the help of this grant, I went to Britain and Germany to look into the historical materials in the British Library (London) and in the Staats- und Universitätsbibliothek Hamburg (Hamburg), and the Beveridge Collections in the LSE Library (London) in the first year (2018).
In the process, I realized that the work of D. Lloyd George and W. J. Braithwaite, who had established the social insurance acts in 1911, should be taken into consideration as well as W. Beveridge, who had contributed to introducing the social security system after World War II.
In the second year (2019), I intend to look into more historical materials concerning the work of D. Lloyd George and W. J. Braithwaite, and analyze in more detail.
