個人情報保護制度の見直しに関し, プライバシー保護のために必要な理論的基礎を提示し, 個人情報保護法改正に向けた検討過程において, 「プライバシー保護」も考慮した法制度の整備に向けた検討に必要な研究成果を提供した。
行政手続番号法における特定個人情報保護評価を実施するにあたり, 本研究における成果の一つであるプライバシー影響評価手法に係る知見が当該評価手法の策定において参照され, 当該評価を実施するにあたって地方自治体における当該評価の第三者点検作業にも関与することで, プライバシー影響評価を実施するために必要な理論的基礎だけでなく実務への実装に至るまでの過程において本研究の成果が活かされている。
This research presented theoretical and significant basis necessary for protecting privacy with respect to the review of the personal information protection system in Japan by considering the new dimension of the way to protect our privacy. The research result also contributed to consider and conduct the specific personal information protection assessment under the National ID Act in accordance with the method of the Privacy Impact Assessment, which is one of the finding of this research referred to in the development of the evaluation guiding principles. Futhermore, the results of this study have been utilised in the process leading up to the implementation to the practical not only theoretical basis required to implement the privacy impact assessment and carrying out the third party assessment by local governments.
