本稿の目的は，戦前期日本の日本綿業の生産統制の実態を，綿工連理事長・三輪常次郎の活動に焦点を当てながら検討することである。近代日本のリーディング産業であった綿業は，産地綿織物業の分野で過剰生産と品質悪化が輸出市場で問題となっていた。このため，商工省と綿工連は，織物産地の意向を汲みながら，生産統制を実施することで，日本綿業は組織化され，輸出競争力を高めていくことになった。
This study examines production control in the prewar Japanese cotton industry, with a particular focus on the activities of Tsunejiro Miwa, president of the Japan Export Cotton Textile Industry Association. The cotton industry, which was the leading industry in modern Japan, faced certain challenges in the export marke ｓ t due to the overproduction and deterioration of the quality of local cotton fabrics. Thus, the Ministry of Industry and Trade and the Japan Export Cotton Textile Industry Association implemented production controls while considering the wishes of textile-producing areas, thereby organizing the Japanese cotton industry and increasing export competitiveness.
