【目的】本研究は，視覚障害者の情報ニーズおよびそれを満たす情報源を明らかにすることを目的とする。当事者や支援者が情報入手の困難さを認識しているトピックの中から，とくに健康および社会的な支援に関する情報に焦点を絞る。そのために，Nick Moore（2000）による視覚障害者が必要とする情報の8つのカテゴリを用いた。そのカテゴリとは，「目の病気，その治療」，「給付や給付金」，「一般的な健康情報」，「福祉用具」，「住宅や居住施設」，「移動」，「サービスや施設」，「雇用や教育，訓練」である。
【方法】30代から70代の視覚障害者18名を対象に，インタビュー調査を実施した。18名全員が視覚障害者の日常や社会生活を支援する施設の関係者であった。構造化インタビューでは，調査協力者の属性や状況および調査協力者が情報を入手するために日常的に利用する手段について，半構造化インタビューでは，Mooreの8つのカテゴリに従って，情報ニーズやそれを満たすための情報源，情報探索の際に遭遇する困難について尋ねた。
【結果】Mooreの8つのカテゴリの中では，「移動」に関する情報ニーズがもっとも多く，それに「給付や給付金」，「一般的な健康情報」，「福祉用具」が同数で続いた。それぞれの情報ニーズを満たすために，インターネット，そして人，すなわち家族や友人，知人が情報源として主に利用されていた。本研究の調査協力者は情報を入手するための手段を豊富にもっていた。しかしながら，協力者のほとんどはインターネット上の情報のアクセシビリティが不十分なために困難を感じており，その困難の解消に晴眼者を介する事例が多くみられた。それに加え，インタビューでは，有効な情報を得ても，理不尽な「障壁」によって，最終的にニーズが解決しないという困難も聞き取れた。その困難を解消するために，過去に同様のトラブルを経験した同じ障害のある人を情報源とする傾向があった。
Purpose: This study aims at examining information seeking behavior of visually impaired people in Japan. N. Moore divided routine information required by visually impaired people into eight categories: ‘The condition and its treatment,’ ‘benefits and money,’ ‘general health,’ ‘aids and equipment,’ ‘housing and accommodation,’ ‘mobility,’ ‘services and facilities,’ and ‘employment, education and training.’ We used these categories as a tool to understand the information needs and sources of visually impaired people.
Methods: Structured and semi-structured interviews were conducted with 18 visually impaired people, aged between 30 to 70 years. They were stakeholders of services for visually impaired people. In the structured interviews, demographic features and the methods of obtaining routine information were inquired. The semi-structured interview inquired about their information needs and sources, and their difficulties while seeking information.
Results: The participants employed numerous ways of obtaining information. Information needs about ‘mobility’ were most frequently mentioned by the participants, which was followed by ‘benefits and money,’ ‘general health,’ and ‘aids and equipment.’ Most of the required information was supplied by the Internet and family members, friends, and acquaintances of the participants. However, most of participants experienced difficulties caused by insufficient access to information on the Internet and had to ask sighted people for help. In addition, it was observed that the needs were not completely fulfilled owing to the barriers visually impaired people faced even after obtaining effective information. To solve their problems, participants often sought help from other visually impaired people who faced the same problem in the past.
