(1) ドイツにおける行政手続法の改正に関する単著論文
行政手続の研究成果として、単著「計画手続の迅速化と市民参加の機能に関する考察―ドイツにおける新型コロナウイルス感染症への対応を踏まえて―」日本法学88巻3号（2023年1月）95頁を執筆した。
2020年3月のWHOによるパンデミック宣言以降、新型コロナウイルス感染症への対応が世界各地で迫られた。物理的・社会的距離を確保する中で、行政手続に市民の意見をどのように反映させていくかを模索したドイツ連邦政府は、いち早く計画保証法を制定した。市民参加の意義を重視した施策の背景と趣旨を探ることで、我が国の制度設計への展開可能性を検討した。計画保証法の効果と、同時並行で進んだ幾つかの法改正を踏まえ、市民参加のあり方や機能についてドイツで再検証が進んだ。こうした解析を踏まえ、行政のデジタル化が進む将来に向けた計画手続のあるべき姿を考察した。
(2) 行政手続と行政活動の改革に関する単著論文
近時の社会の潮流を踏まえて、単著「変革期の行政法」『公共政策と変わる法制度（シリーズ総合政策学をひらく）』（慶應義塾大学出版会,2023年3月）を執筆した。
新型コロナウイルス感染症への対応やデジタル化といった近時の社会におけるトピックが、行政法の分野でどのように作用しているのか。日本の法制度の淵源の一つであるドイツの実例と法改正を中心に論じることで、変革期における行政法のあり方を検証した。
また、近時のドイツで重要性が指摘され始めた受容や協働といった行政法学の視点を解析した。こうした視点が実際の政策立案や制度設計でどのように機能していくかについて問題を提起し、日本の行政手続での活用方法を提言した。
(1) Single-author paper on revision of administrative procedure law in Germany
As a result of my research on administrative procedures, I have published "Study on the Accelerating Planning Procedures and Function of Public Participation; Based on Germany's Response to Covid-19" Nihon Hougaku Vol. 88, No. 3 (January 2023). ) 95 page.
Since the WHO declared the pandemic in March 2020, there has been a pressing need to deal with Covid-19 around the world. While ensuring physical and social distancing, the German federal government explored how to reflect citizens' opinions in administrative procedures. As a result, the German government was quick to enact the Planning Guarantee Act. By exploring the background and purpose of measures that emphasize the significance of citizen participation, I examined the possibility of developing a system in Japan. In German academic circles, re-examination of the nature and function of public participation has progressed in Germany, based on the effects of the Planning Guarantee Act and several legal revisions that proceeded at the same time. By analyzing the situation in Germany, I considered the ideal form of planning procedures for a future in which administrative digitization is progressing.
(2) Single-author paper on the reform of administrative procedures and activities
Based on recent social trends, I wrote "Administrative Law in the Transformational Era", Public Policy and Changing Legal Systems (Series for Opening up Comprehensive Policy Studies), Keio University Press, March 2023.
How are recent social topics such as the response to the new coronavirus infection and digitalization working in the field of administrative law? With regard to this issue, I examined the state of administrative law in the period of change by focusing on actual examples and legal revisions in Germany, which is one of the origins of the Japanese legal system.
In addition, I analyzed the perspective of administrative law, such as acceptance and collaboration, which importance has recently been pointed out in Germany. I raised the question of how this perspective would work in actual policymaking and system design, and proposed how to use it in administrative procedures in Japan.
