本研究の目的は，政権党に所属する参議院議員の活動に着目して，日本の政治過程において参議院がどのように機能しているのかを明らかにすることである。3年計画の2年目にあたる2022年度においては，1955年11月の結党以来，一時期を除き，政権党として国政を担ってきた自民党を分析の対象とし，自民党の参議院議員によって組織される参議院自民党において，どのような人事慣行が存在しているのかを長期的に観察した。その成果のひとつが単著「自民党政権下の閣僚人事と参議院議員―参議院自民党における人事慣行の形成と動揺」（『法学研究』96巻2号所収，2023年）である。
松浦（2023）では，1955年11月の自民党結党時の鳩山内閣から2021年10月に成立した岸田内閣までの自民党政権における参議院議員の入閣者に着目して，参議院自民党がどのような人事ルールを形成しているのかを推論した。具体的には，閣僚の任命権を持つ首相と参議院自民党との関係を念頭に置いて仮説を導出し，それを①参議院自民党からの入閣者数，②入閣者の属性，③抜擢人事という3つの側面から検証した。その結果，参議院自民党には衆議院議員とは異なる独自の人事慣行が1970年代に確立したものの，1990年代の政治行政改革に伴い，首相の制度的権力が強化される中において，動揺がみられるようになったことを明らかにした。
自民党政権下の閣僚人事に関しては，主に衆議院議員によって主導される派閥の役割に大きな関心が向けられてきたが，松浦（2023）の分析結果は，自民党政権における閣僚人事を首相や各派閥の間での駆け引きだけで捉えることの限界を明らかにするとともに，異なる議院に所属する議員の連合体という新たな自民党像を提示している。
The purpose of this study is to empirically clarify the influence of members of the House of Councillors belonging to the ruling party within the Japanese government. In 2022, the second year of the three-year research plan, we analyzed how the Liberal Democratic Party (LDP) in the House of Councillors, organized by LDP councillors, formed its personnel practices. The research results are reported in Matsuura (2023).
In the paper, We inferred the practice of cabinet member appointments of the LDP in the House of Councillors by analyzing the cabinet appointments made by LDP administrations. As a result, We found that the LDP in the House of Councillors had established its own personnel practices in the 1970s that differed from those of the members of the House of Representatives, but that they were shaken as the institutional power of the prime minister was enhanced by political and administrative reform in the 1990s.
