東シナ海上空および台湾海峡上空の航空交通のための航空路や空域がどのように設定され運用されているかを分析することにより、中国がそれらのことを通じてその安全保障政策をどのように推進しているのかを前年度に引き続いて考察した。
研究代表者による既存の研究実績の基礎の上に、現状がどのように変化し、どのような実態へ至っているかを、関連資料に基づいて整理検討した。その際には、中国側のこの分野に関する原資料や報道資料を収集し分析することに重点を置いた。また、日本の航空交通管制関係者や安全保障当局者から現状についての説明を受け、さらに実状を実地に視察した。
これらにより、東シナ海上空に設定されている日中間の航空路の運用と、台湾海峡上空に新たに設定された航空路の運用が、ともに本格化していることが明らかになった。また、東シナ海における中国の航空戦力の活動がますます活発化していることも明確になった。
また、今年度もインターネット上の航空管制関連サイトを通じて情報収集を行った。さらに、航空交通管制の交話を実際に傍受して現状をより理解することを目的として機材を準備し、その運用を試験的に開始した。
こうした基礎的な作業を継続して実施したことにより、今後より深く詳細に本問題を分析し、研究成果を取りまとめる基盤を構築することができた。
This study clarifies the fact that China's air traffic control is being implemented with the aim of changing the status quo regarding the national security environment, examines future directions and impacts on Japan's security environment.
Continuing from the previous year, I organized and examined how the current situation has changed and what the actual situation has been, based on my existing research achievements and related materials. In doing so, I focused on collecting and analyzing source materials and press materials on this topic from the Chinese side. In addition, I received explanations about the current situation from Japanese air traffic control officials and security officials, and also observed the actual situation.
From these, it became clear that the operation of air routes between Japan and China established over the East China Sea and the operation of air routes newly established over the Taiwan Strait are both in full swing. It also became clear that the activities of China's air forces over the East China Sea are becoming increasingly active.
In addition, this year I also collected information through air traffic control-related sites on the Internet. Furthermore, I prepared equipment for the purpose of actually intercepting the conversations of air traffic control and better understanding the current situation and started its operation on a trial basis.
By continuing to carry out such basic work, I was able to build a foundation for analyzing this issue in more depth and detail and compiling research results.
