(1) 共著書籍の刊行
『行政法（第4版）』弘文堂（2022年4月刊行予定）の共同執筆者として体系書を出版する見込みとなった。執筆を分担した分野は、行政上の義務履行確保に関する章である。
実効的に行政を運営していくには、法令が規定する各種の義務が現実化することが必要である。このことは、緻密な行政計画の定立と密接不可分に関連する。また、義務履行確保の場面で行政が相手方の利益や人権を無視することは許されない。そのため、適正な行政手続を確保することが必要である。このような趣旨から、行政上の義務履行確保の制度は、行政計画及び行政手続の適正化と表裏一体の関係にある。
今回の共著書籍の刊行によって、行政計画と行政手続を立体的に考察することができた。この考察を踏まえて、行政活動の民主的コントロールのあり方について研究を継続していく。
(2) 単著論文の執筆
2022年8月に投稿予定の行政計画に関する論稿の執筆を進めている。主要なトピックは、ドイツにおける行政手続法の改正である。
今般の感染症拡大に伴い、行政手続における公聴会（一般市民による意見表明・質疑応答の機会）の保障がドイツにおいて問題となった。民主的な行政運営という意味で、これは我が国においても共通する課題である。ドイツにおいては、2020年の段階で速やかに法改正が行われた。公聴会を省略するための要件や公聴会に代替可能な法律上の制度を、連邦及び州のレベルで構築することができた。このような迅速な対応が実現した背景を分析することは、我が国における共通の課題を解決するために有益である。
我が国の行政システムや法制度は、ドイツを模範として設計されてきたという歴史がある。国土面積や人口の面でも我が国と類似している点が多い。今回の単著論文の執筆を通じて、行政手続と行政計画の多角的な調査を行うことができている。
(1) Publication of co-authored book
It is expected that a systematic book will be published as a co-author of "Administrative Law (4th Edition)" Kobundo (scheduled to be published in April 2022). The field in which I share my writing is the chapter on "Ensuring Administrative Obligations."
In order to manage the administration effectively, it is necessary to realize various obligations stipulated by laws and regulations.
This matter is closely related to the establishment of a detailed administrative plan.
In addition, the government is not allowed to ignore the interests and human rights of the other party when ensuring the fulfillment of obligations.
Therefore, it is necessary to secure proper administrative procedures. For this reason, the system for ensuring the fulfillment of administrative obligations is inextricably linked to the optimization of administrative plans and procedures.
With the publication of this co-authored book, it was possible to consider administrative plans and administrative procedures in three dimensions. Based on this consideration, we will continue our research on the ideal way of democratic control of administrative activities.

(2) Writing thesis as a single author
I am writing an article on the administrative plan scheduled to be posted in August 2022. The main topic is the revision of the Administrative Procedure Act in Germany.
With the recent spread of infectious diseases, the guarantee of public hearings (opinions expressed by the general public and opportunities for questions and answers) in administrative procedures has become a problem in Germany. In terms of democratic administrative management, this is a common issue in Japan as well. In Germany, the law was amended promptly in 2020. Requirements for omitting hearings and legal alternatives to hearings could be established at the federal and state levels. Analyzing the background to the realization of such a prompt response is useful for solving common problems in Japan.
Japan's administrative system and legal system have a history of being designed with Germany as a model. There are many similarities with Japan in terms of land area and population. Through the writing of this single-authored paper, I have been able to conduct a multifaceted survey of administrative procedures and plans.
