深刻化する気候変動にともない災害が増加する社会において、減災に向けた取り組の重要性が高まっている。災害弱者である子どもが多数生活する保育の場で、災害時の対応強化は喫緊の課題であるが、学会等が提示する保育所向け災害時マニュアルは現在統一されたものがない。その要因のひとつは、災害被害の地域差が考えられる。地域特性に合わせた対応が不可欠であるため、一律のマニュアルを作成することは難しく、当事者の負担感と不安を高めている状態にある。そのため、地域特性を含めて、当事者が利用しやすい、災害に対応したシステム構築が求められている。すなわち、災害への備えとして重要な共通項を押さえつつ、地域特性を反映し、当事者にとって備えるべき課題と強みがわかりやすい、システムパッケージである。本研究は、保育所の特性を反映し、災害時に子どもたちを守るための要因を整理してシステム化することにより、保育所等における減災の取り組みを支援することを目的とする。
地域の専門家にどのようなシステムであると運用可能であるかのインタビューを行った。災害時、電話などが使用できないことを考慮して確実に使用できるようにする必要があること、日々使うことにより災害時だけ使うものとはならないようにすることで、使い方に困ることがないようにしてほしいといった意見がきかれた。これらの意見をもとに、システムに含まれて行くべき内容を精査し、実際に動かしてみることで想像ができるように簡単なデモ版を作成し、イメージがわくものを作成した。
今後、デモ版をもとに、さらに多くの専門家の意見を聞き、使いやすく、保育所などで運用できるシステムを作成する予定である。日々の保育で使うことが出来る内容を含みつつ、災害時に求められている情報を含むことが出来るように検討している。
As the number of disasters is increasing due to climate change, disaster mitigation efforts are becoming increasingly important. However, there is currently no standardized effective response system for child care centers published by academic societies. One of the reasons for this is thought to be regional differences in disaster damage. Because there is no uniformed guidance, child care centers need to make theirs by themselves which requires hard work. Therefore, there is a need to build a system that can be used when disaster happens against child care centers. This system should be easy to use, with regional characteristics. It keeps common elements that are important for disaster preparedness and will make it easy for child care centers to understand the issues that they need to change. The purpose of this study is to support childcare centers by organizing and systematizing factors that reflect the characteristics of childcare centers and protect children when a disaster occurs.
Interviews were conducted with local experts to determine an appropriate system to be effectively functional. They commented that the system should be functional in the situation communication devices may not be available and that the system should not be used only during a disaster. It should be used on a daily basis so that people would not have trouble using it. Based on these comments, we are currently examining what sort of content should be included in the system. We are considering how to include information that can be used in day-to-day childcare jobs as well as information that is needed in times of disaster.
We are planning to interview more child care experts and create a system that everyone can use. We created a simple demonstration so that people can imagine what the system will look like when they actually try it. Based on the demonstration version, we plan to ask for more opinions from experts and create a system that can be used in childcare centers.
