本研究は空港（航空）に起因する外部費用の特定化と原単位の推定方法に関する内外の研究を整理し、日本の空港における適用を検討した。空港は航空路を結ぶ結節点であり、国内外の旅客と貨物輸送を支える重要な交通インフラである。一方、航空機の排出する地球温暖化物質や騒音等は外部費用であり、市場の失敗を引き起こす。外部費用の測定は政策評価の費用便益分析における原単位としてだけでなく、外部費用の内部化を行うピグー税の導出に必要不可欠である。
欧州委員会の「Handbook on the external costs of transport」によれば、交通分野の外部性として、事故、大気汚染、気候変動、騒音、混雑、エネルギー生産に起因する排出、動植物の生息地への損害等が挙げられる。航空分野はEU27か国の選ばれた空港の合計で外部費用が試算されており、特に気候変動の値が大きい。騒音の評価に関しては、騒音費用の定義と範囲は重要な論点であり、ここではアノイアンス（騒音の煩わしさ）と健康面が考慮されている。加えて、平均外部費用と限界外部費用の違い、騒音の閾値の設定が費用額に影響を与えることなどが議論されている。WHOの「Environmental Noise Guidelines for the European Region」は既存研究の系統的レビューを行い、航空機騒音は睡眠障害や読解力・口頭理解力への影響が一定程度あることを報告している。
騒音の外部費用の測定に関しては、顕示選考法の一種であるヘドニック分析を用いる学術研究が多い。海外の研究では空港の騒音が地価に負の影響を与えるものが大半である。航空機騒音が道路騒音よりも単位当たり費用が高いことを示す海外の研究がある。日本の研究では、自動車の騒音に関する地価のヘドニック分析は多いが、空港の騒音の金銭評価に関する研究は少ない。
最後に、日本における空港騒音のヘドニック分析を行うにあたり、最新の実証分析手法を考慮に入れつつ、地価や不動産価格のデータ、騒音データの利用可能性を調査した。また、日本の空港における騒音問題に対処する政策を整理した。
This study summarizes domestic and international research on methods for identifying and estimating the external costs attributable to airports (aviation) and examines their application to airports in Japan. Airports are nodes connecting air routes and are important transportation infrastructures that support domestic and international passenger and cargo traffic. In contrast, global warming substances and noise emitted by aircraft are external costs that cause market failure. Measuring external costs is essential not only as a unit of measure in the cost-benefit analysis of policy evaluation, but also in deriving a Pigouvian tax that internalizes external costs.
According to European Commission's " Handbook on the external costs of transport," externalities in the transport sector include accidents, air pollution, climate change, noise, congestion, well-to-tank emissions, and habitat damage. In the aviation sector, external costs are estimated for a total of selected airports in 27 EU countries, with a particularly high value for climate change. When considering the assessment of noise, the definition and scope of costs associated with noise are important issues, and the handbook also considers annoyance and health endpoints. Furthermore, the difference between average and marginal external costs, and how the setting of noise thresholds affects the costs, are discussed. The WHO's "Environmental Noise Guidelines for the European Region" conducted a systematic review of existing studies and reported that aircraft noise has certain effects on sleep disturbance and impaired reading and oral comprehension.
Many academic studies use hedonic analysis to measure the external cost of noise, a type of revealed preference method. Most foreign studies show that airport noise negatively impacts property prices. A study has shown that aircraft noise has a higher cost per unit than road noise. While there are many Japanese studies on the hedonic analysis of land values for automobile noise, few studies on the monetary valuation of airport noise exist.
Finally, I investigated the availability of land price, property price, and noise data to conduct a hedonic price analysis of airport noise in Japan that could be applied to the latest empirical analysis methods. I have also analyzed the policies to address noise problems at Japanese airports.
