経済システムは大きく分けると公的メカニズム、市場メカニズム、共同体メカニズムの３つのメカニズムによって動いている。日本を筆頭に多くの国々で少子高齢化が進むなかで、女性の社会参画のために、保育サービスの重要性が増しているが、子どもは市場メカニズムを一人では有効に使えない。そこで、３つのメカニズムをどのように混合させていくことが社会にとって望ましいかを研究することが本研究の目的である。
 本研究では、共同体メカニズムを、各共同体メンバーの利己的な部分の効用の最大化以外の動機（利他性、応報性、使命感など）からの行動によって働くメカニズムと定義した。本研究では特に、営利企業やNPOとの保育業務の委託契約に注目した。具体的には、一昨年度と昨年度に２つの大学の保育園の協力を得て、委託者である大学が委託先の営利企業と契約を結ぶ際に、保育士や職員の継続雇用や、給与などの待遇維持を委託先に要求することの影響や、NPOで保護者が運営に参加することの保育の質への影響について、関係者への聞き取り調査を中心とした質的方法により研究を行なった。
今年度はこれらの研究の一部を論文にまとめて学会やセミナーでの発表を行い、論文改訂のために有益なさまざまなコメントを得た。また、慶應義塾大学経済研究所共同体メカニズム研究センターのホームページに学事振興資金の研究のための追加ページを作成し、研究成果を一般向けに発信した。
また今年度は共同体メカニズムの理解のために重要な信頼、利他性、応報性、忍耐強さに関するオンライン実験とアンケート調査の国際比較可能なプラットフォームを本研究のために改訂して準備を行ない、大阪大学の学生たちを対象に量的研究方法も用いて調査を実施してデータを収集し、分析を開始した。
The economic system is largely driven by three mechanisms: the public mechanism, the market mechanism, and the communal mechanism. As the birthrate declines and the population ages in Japan and many other countries, childcare services are becoming increasingly important for women's participation in society, but children cannot effectively use the market mechanism alone. Therefore, the purpose of this research is to study how the mixing of the three mechanisms is desirable for society.
In this study, community mechanism is defined as a mechanism that works by actions from motives other than maximizing the selfish part of the utility of each community member (altruism, reciprocity, sense of mission, etc.). In this study, we paid particular attention to outsourcing contracts for childcare services with for-profit companies and NPOs. We adopted a qualitative research method. Specifically, with the cooperation of two university nursery schools in the year before last and the year before last, we conducted interviews with the people involved to find out the effects of the university, which is the contractor, requiring the contractor to continue to hire nursery workers and staff and to maintain treatment such as salaries when signing a contract with the for-profit company, and the effects of the participation of parents in the management of NPOs on the quality of childcare.
n this fiscal year, we used some of the results from our research into a paper and presented it at conferences and seminars, and obtained various useful comments for revising the paper. In addition, we created additional pages for the research funded by the Keio University Academic Development Fund on the website on the Community Mechanisms Research Center, Institute for Economic Studies, Keio University, and disseminated the research results to the general public.
This year, we also revised and prepared an internationally comparable platform for online experiments and questionnaires on trust, altruism, and reciprocity, which are important for understanding community mechanisms, for this research. The data were collected from Osaka University students and analyzed.
