新型コロナウィルスの感染拡大は、生命の危機に直面して経済活動が停滞する新しいタイプの経済危機である。この研究の目的は、緊急経済対策の中長期的帰結とポストコロナ時代の経済政策を分析することである。1１月以降、定例的な研究会をオンラインで一カ月に一回のペースで実施し、メンバー間で議論を積み重ねた。各自が自らのテーマをもとに研究を進めており、中間報告を３月３０日に実施した。
内容は大きく二つの柱があり、ひとつは労働市場改革、医療制度改革、教育改革、家庭内暴力への対応など我々の生活に直結したミクロ的な政策対応である。危機を引き金として経済のデジタル化が急速に進み、我々の生活も大きく変化すると予想されるが、政策的対応が十分に追いついていない現状がある。退職給付制度など終身雇用を前提とした雇用のあり方が、労働力流動化を抑制して経済を停滞させる恐れがあることが確認された。教育現場でも対応が急がれるが、昨年度に入手した地方自治体別のデータ等を整備したところ、オンライン教育へ対応が遅いことが明らかとされつつある。医療の現場では高齢者の入院者数が増加の一途にあるが、現行の医療制度が適切に対応できていない現実が明らかとなりつつある。東京23区の人流データと複数の公的なデータを使用して分析をしたところ、緊急事態宣言下に家庭内暴力が増加しつつある傾向がみられ、在宅勤務の拡大は新たな問題を提起していることが明らかとなった。
もう一つの柱は、ポストコロナ時代の財政金融政策を分析することである。マクロ的な経済環境は、低成長、低金利、低インフレ、公的債務膨張によって特徴付けられる。こうした状況は、中央銀行による非伝統的金融政策によって、長期金利を低位安定させることで維持されているものの、政府債務膨張に一定の歯止めをかけつつ、財政赤字をファイナンスしていく枠組みを確立していくことが求められる。
The contagion of COVID-19 is a new type of economic crisis that led to the risk of life and stagnated the economy. The aim of this research is to study the long run effect of the current increase of government expenditures and economy policies of the day of the post COVID-19. Since last December, we held the academic meetings on online once per month, and accumulated discussions. Each of the members progresses independent research, and presented the content of their research on working on March 30. There are two major topics. One is on the micro-level reforms and policies, including the labor market reform, the medical system reform, the education system reform, and the reaction to domestic violence, and the other is on macroeconomics that focus on the sustainability of fiscal and monetary policies.
