2020年度は1920年代におけるドイツ語圏の技術社会学の先駆であるヴェルナー・ゾンバルトとフリードリヒ・フォン・ゴットル=オットリリエンフェルトの技術論を中心に文献調査、分析を行った。
すでに19世紀後半、ドイツ帝国成立後進展した第二次産業革命を背景にして、社会科学者の技術への関心はますます高まっていた。ゾンバルトは、例えばすでに1901年に経済と技術をテーマに講演を行っており、J・ヴォルフは1908年に生産要素として技術的理念を土地、資本、労働と並ぶものに挙げた。ゾンバルトはさらに『近代資本主義』(Der moderne Kapitalismus, 1916/1927)の中で、技術類型と経済体制の関係を議論している。
ゴットル=オットリリエンフェルトの『経済と技術』(Wirtschaft und Technik, 1914; 19232)は経済と技術の関係を分析的かつ明瞭に述べ、対自然の技術のみならず、社会的関係と生活全般の技術的合理化の可能性を示し、1920年代のドイツ工業における合理化運動の文脈で大きな影響を持った。第一次大戦後の混乱状況において、社会秩序の再建と統御への多くの、時には過度の期待が社会科学にかけられた。特に階級対立の「科学的」「技術的」解決への期待は大きく、フレデリック・W・テイラーの科学的労務管理やフォーディズムもこの文脈でドイツに導入された。ゴットル=オットリリエンフェルト自身はフォーディズムの中にその技術論の実践的表現を見いだしており、ドイツにおけるフォーディズム受容の旗振り役となっていった。
技術社会学上の言説は、当時の合理化運動と大学改革においてベルリンなどの各地の工科大学の講座へと制度化され、経済エンジニアという新しい学位によって、技術者を経済と社会の新しい指導的な役割として統合していった。
研究成果の一部は研究会"マックス・ヴェーバー21"で報告した他、Soziologie der Zwischenkriegszeit. Ihre Hauptströmungen und zentralen Themen im deutschen Sprachraumの一章として出版予定。
In the academic year 2020, I concentrated on researching the writings of two pioneers of the sociology of technique in the German-speaking world, Werner Sombart and Friedrich von Gottl-Ottlilienfeld, to analyze and study the literature of those days.
More and more social scientists are interested in the set of problems arising from the techniques that formed the background of the Second Industrial Revolution and were developed rapidly after the foundation of the German Empire in 1871. Sombart had already given a lecture on economy and technique in 1901. Julius Wolf referred to the idea of techniques as a production factor in addition to the traditional ones of land, capital and labor (Nationalökonomie als exakte Wissenschaft [National Economy as Exact Science], 1908). In a comprehensive work, Der modern Kapitalismus (The Modern Capitalism, 1916/1927), Sombart further analyzed the relationship between types of techniques and economic institutions.
In Wirtschaft und Technik (Economy and Technique, 1914; 1923), Gottl-Ottlilienfeld described the relationship between the economy and techniques analytically and clearly. It included not only real techniques – technique on nature – but also social techniques and suggested the possibility of a technical rationalization of social relations and human life as whole. This work influenced discussion and the rationalization movement around the German industries in the 1920s. Among the chaos after the capitulation of the German Empire and the collapse of the social and economic order, the social sciences were expected – sometimes exaggerated – to restore and steer social and economic order technically. In particular, the hope to solve the class conflicts between capital and labor scientifically and technically loomed large, and in this context the method of scientific management by Frederic W. Taylor and Fordism were introduced into Germany. Gottl-Ottlilienfeld believed he had found a practical expression of his theory in Fordism and promoted it with enthusiasm.
Discourses in the sociology of technique at that time were institutionalized as new institutions, e.g., the Technical University of Berlin, by the rationalization movement and university reform. With the new academic degree "economic engineer," it contributed to integrating a new professional group, "engineers," into German society in a leading role.
I talked on some parts of the abovementioned studies in the workshop "Max Weber 21" in March 2021. A book chapter will be published in German Sociology between the World Wars.
