本研究では，多文化サービスに関わる国際的な動向の把握とともに（研究１），国内における外国人の図書利用の実態を把握する基礎的研究として，都内公立図書館のOPACを対象にメタデータの入力状況の把握を試みた（研究２）。
研究１については，2019年8月にギリシャ・アテネで開催された国際図書館連盟大会（IFLA WLIC）に参加し，多文化サービス関連の部会にて近年の国際的動向の情報収集を行った。難民へのサービスが多く取り上げられる中で，日本にとって示唆に富む事例は北欧３カ国が共同で運用する電子図書館システムであった。近年，北欧で増加しているアラビア語を母語とする人々に対して，３カ国の図書館が共同して電子図書館を運用している。多様な言語的背景を持つ人々が広い地域に散在する中で，いかに効率的・効果的にサービスを実施するかを考える点で，示唆に富むものであった。
研究２については，東京都内公立図書館のOPACを調査した。入力されている語の問題としては，（１）タイトル等が日本語に翻訳されている，（２）下駄文字が使われている，（３）簡体字・繁体字の代わりに常用漢字が使われている，（４）アルファベットで入力されている，といった問題があった。また，外国語の図書であるかどうかは，（A）別置記号，（B）言語コード（言語区分），（C）注記，（D）分類記号（請求記号），（E）出版社のフィールドに付記，など多様な方式により区別されていることが分かった。以上から，外国語資料の書誌データ・図書データは母語での検索が困難な状況にあること，また，多様な入力規則によって作られていることが分かった。このことは，利用者の図書発見を困難にしていた。
This research investigated the international trend in multicultural services at public libraries(Research1) and the situation of the OPAC in public libraries in Tokyo regarding the metadata(Research2).
As Research1, I participated at the IFLA WLIC(World International Federation of Library Association, World Library and Information Congress) in Athen, Greece and gathered information about the international trend in multicultural services in public libraries. These days, many libraries in the world provide services for refugees. Of all of these projects, I was impressed by the e-book library project by the Scandinavian public libraries consortium to the Islamic minorities. In these countries, there are many Islamic people, but many of them live in a very broad area. E-book library project by consortium looks very effective and efficient for those people.
As Research2, I investigated the OPAC of all the libraries in Tokyo. The Research revealed that (1) titles and other elements were translated into Japanese, (2) filler was used if there were no proper characters in the local library system, (3) Jyoyo Kanji(Japanese standard Kanji) was used, (4)alphabet was used. To distinguish from Japanese books, foreign books have some kind of mark or word. It was written in the field of  (a) location, (b) language, (c) note, (d) classification, (e) publisher. It means that people whose mother language is not Japanese will meet the difficulties in finding books.
