本研究は、阪神・淡路大震災（1995年）や東日本大震災（2011年）を契機に変容してきたNPOなどの市民社会組織が、その後の過程でどのような特性を有するに至ったかについて、とくに震災期の前後における連続性と非連続性という観点から明らかにしようとするものである。
本年度は、こうした目的に沿った理論分析枠組みの構築と、これまでに行ってきた調査の二次分析、そして関連する事前調査および調査実施に向けた準備を行った。まず、理論的検討については、とりわけ地域福祉分野やまちづくり分野を中心とするNPOの趨勢が、この間の制度化や事業化の流れの中でどのような影響を受けてきたのかについて、その環境（制度・政策）変化と組織変容の関係について検討を行った、これについては、過去の調査結果も振り返りながら、書籍としてもまとめるとともに、学術論文を準備中である。また、これまで実施した調査の二次分析については、兵庫および神奈川県で実施した科研費調査の結果も用いながら、組織とネットワークの視点から分析を行った。これらは複数の学術論文として公刊されている。以上のことから、組織と外部環境の相互作用や組織間ネットワークのメゾレベルと、組織関わる人々の（非公式な）パーソナルネットワークのミクロレベルそれぞれについての整理はできたが、同時にこれらが相互に対し作用し合うことである種のジレンマを生じさせている可能性も見出された。次年度以降では、こうした観点から理論および実証を進めて行くことを考えている。
This study focuses on the characteristics of civil society organizations such as NPOs, which have been transformed since the Great Hanshin-Awaji Earthquake (1995) and the Great East Japan Earthquake (2011). It seeks to study in terms of continuity and discontinuity before and after the disaster period.
This fiscal year, the study established a theoretical analysis framework to meet these objectives, conducted a secondary analysis of the surveys we have conducted, and prepared for the related preliminary surveys. First, as for theoretical examination, it discussed how the trends of NPOs, especially in the field of community-based welfare and community development, have been affected in the course of institutionalization and commercialization during this period. It examined the relationship between policy and organizational change. Regarding this, with rethinking past research results, the author compiled a book, and am preparing an academic paper. Regarding the secondary analysis of the surveys conducted so far, the analysis was conducted from the viewpoints of organizations and networks, using the results of KAKENHI surveys conducted in Hyogo and Kanagawa Prefecture. These have been published as several academic papers. From the above, it was possible to consider the interaction between the organization and the external environment, the mezzo-level of the inter-organizational network, and the micro-level of the (informal) personal network of the people involved in the organization. It has also been found that conflicting between these networks may create some kind of dilemma. From the next fiscal year onward, I plan to proceed with theoretical research and survey from this perspective.
