ロボットと共生する社会の到来は迫っている。しかし、高度な対話型メディアを実装した自律型ロボットを社会実装するにあたって、検証 及び解決が必要な問題は明らかとなっていない。既存の法体系や法解釈では対応できない、法学の「パラダイムシフト」に対処すべき法制度の 整備や法解釈を提示し、AI で制御される自律型ロボットの社会実装時に生ずる新事象への抜本的な対応と、社会的受容を目指す上で 必須となる倫理・社会制度の研究を行った。
具体的な研究内容としては、(1)社会制度（倫理・社会的受容性）、(2)法制度（法・倫理）、(3)ELSI の統合（Ethical, Legal and Social Issues の統合）により、機械と共生 する社会に必要な社会制度の研究を実施した。(1)については、社会への実装にあたって検討が必要な倫理的課題を実施した。(2)については、個別の検討課題を通じて、具体的に解決が必要な法的・倫理的課題を現行法の枠組みにとどまらず、法整備も含めた 提言を行うことにより研究を実施した。(3)については、倫理的・法的・社会的問題について各分野の研究を総合的に行うことができる体制の整備について検討を実施した。
ＡＩの進化に伴うロボットの普及は今後も加速することが予測される現段階において、利便性を享受するとともに新しい環境を国民が受 け入れる態勢を整えるためにも、国民の倫理的基盤・社会的受容性を考慮する必要がある。そのための方法として、法的な視点から法 制度のあり方を提案することに加え、その社会的実装を実現すべく、手続参加やステークホルダーによるコミュニケーションのプロセス を提供することで、研究成果を広く社会に普及させていくことができ、ロボット共生社会における真の安心・安全を実現するための基礎研究を実施した。
The possibilities of the coming age of a society coexisting with robots is imminent issues. However, the problems that need to be verified and solved when implementing autonomous robots with advanced interactive media are still in vague and not clear. This research conducted the consideration which cannot cope with the legal paradigm shift and for the development of legal systems and legal interpretations which will not be able to be solved by existing legal systems and legal interpretations, and presents new incidents which will occur when socially implementing autonomous robots controlled by AI. The significance of the result of this research is that the deliberations with respect to the research on ethical and social systems which are indispensable for social response and social acceptance.
This research focused on the specific research topics including, (1) social systems (ethics and social acceptability), (2) legal systems (law and ethics), and (3) integration of ELSI (integration of Ethical, Legal and Social Issues). In addition, this research was conducted on the social systems necessary for a society that coexists with machines like an autonomous robots. (1) Ethical issues that need to be considered for implementation in our society. (2) the study was conducted by making proposals, including legal development, not only in the current legal framework, but also in legal and ethical issues that need to be concretely resolved, through individual examination issues. (3) I examined the establishment of new legal systems that can comprehensively conduct research in each field on ethical, legal, and social issues.
At this stage, where the development of robots which is expected to accelerate with the advancement of AI, the ethical base and society of the people should be improved in order to promote convenience and prepare the public to accept a new legal and ethical situations which needs to be considered. In addition to proposing the new legal frameworks from a legal perspective, in order to realise its social implementation, by providing a process of participation in procedures and communication by stakeholders. I have conducted basic research to realise the real safety and security in the future robot symbiosis society.
