本研究は2017年度～2019年度にかけて、多様な選挙制度とその国の市民意識の関係を分析するものである。すでに2017年度～2018年度において小選挙区制を中心とする並立制によって選出される代議制民主主義の問題点について指摘した。したがって、2019年度は自治体レベルに焦点を当て、小選挙区制によって選出される首長と大選挙区制によって選出される市議会及び区議会、ならびに中選挙区制によって選出される県議会の組み合わせによる地方の代議制民主主義の実態を明らかにすることにした。このため、県及び市、区の各自治体関係者にヒアリングを行い、選挙時の選挙公報と選挙後の施策形成の合致度または乖離度について様々なケースをとりあげて明らかにした。このことは、政治学における主要な論点であるウェストミンスターデモクラシーかコンセンサスデモクラシーかという問いに一定の回答を示すことになる。さらに2019年度は市民意識を分析するために必要な意識調査の方法について、従来の面接調査の問題点を解消するために面接調査に代替し得る調査方法を開発して実験的に調査を行い、同設問による面接調査の結果と比較検討した。その結果、多重クォータに基づくサンプリングを行うことで面接調査に比べて回答の統計的有意な差異がなく、かつ即時性や調査経費の縮減を満たす調査方法を開発することができたと考えている。またこうした一連の研究の結果、得られたデータをオープン化することの意義についても公表した。
This study analyzes the relationship between various electoral systems and citizens' attitudes.  I have already pointed out the problem of democracy, which is elected by the parallel system centered on the single member district system in 2017 and 2018. Therefore, in 2019, I focus on democracy at the municipal level. Those are formed from governor or mayor elected by the single member district system and local assembly elected by multi member districts system. I have conducted interviews with local government officials at prefectures, cities, and wards.Then I clarified regarding the degree of agreement or deviation between the electoral promise and the policy formation of post-election. It gives a certain answer to the key question of political science: Westminster democracy vs Consensus democracy. In addition, I developed an alternative survey method to face-to-face survey by conducting an experimental survey. Then I compared results of the survey with the results of the face-to-face survey using same questions. As a result, there was no statistically significant difference between results of the survey by sampling based on multiple quotas and face-to-face survey. I also disclosed the significance of opening up the data obtained as a result of this series of research.
