本年度は、主に阪神・淡路大震災（1995年）以降の兵庫県の民間非営利活動の変容・趨勢について検討を行った。また、震災後に施行された特定非営利活動促進法から20年目にあたることから、兵庫県内で実施された市民検証に関わる機会を得た。こうした機会（県内で行われたフォーラムおよび関連調査）にも関わることで、この間のネットワーク形成の実態について、主に実際に活動を行ってきた当事者の視点から把握することが可能となった。ここでは、NPO法制定前の震災当時に比べ、全体的にNPOを取り巻くネットワークは広がってきており、とりわけNPO間においては組織間の協働が多様な形で進んでいることが確認された。他方、行政との関係が強くなってきていることはNPO法のもっとも大きなインパクトのひとつであったが、同時にその関係の非対称性が課題となりつつある実態も明らかとなっている。以上を含め、NPOの組織特性をネットワークの視点から導出する研究成果として、3つの論文（定量分析、歴史分析、および経済社会学的論点整理）と1つの報告書として公刊している。また、これらの内容の一部は、学会でのラウンドテーブルや上述の市民検証の地域フォーラムなどの場においても広く共有、議論する機会を持つことができた。主にここでの議論を通じ、今後組織別ネットワークの機能の相違やその変容過程・要因を実証する必要性など、新たな研究課題を見出すに至った。さらに、研究成果の一部は、2019年度以降に書籍の形で公刊する予定となっている。
In 2018, it was examined that the transition and trend of private non-profit organizations (NPOs) mainly after the Great Hanshin-Awaji Earthquake (1995) in Hyogo Prefecture. In addition, as it was the 20th year since the Act on the Promotion of Specified Non-Profit Activities enacted after the Earthquake, several opportunities of survey were given and conducted by Hyogo Prefecture. By being involved in these opportunities (forums and related surveys), it enabled to capture the actual situation of networking during this period mainly from the perspective of the NPOs. In this survey, compared with the situation before the NPO law was enacted, the network surrounding NPOs has been expanded as a whole, and it was confirmed that inter-organizational collaboration has progressed in various ways in particular. On the other hand, the strong relationship with the local government has been one of the biggest impacts of the NPO law, but it is also clear that the asymmetric structure of such relationship is becoming an issue at the same time.
Including the above, three articles have been published (e.g. quantitative analysis, historical analysis, and economic and sociological issues) and a chapter of survey report as research results of the organizational characteristics and network structure of NPOs. There were also several opportunities to be widely shared and discussed in academic conference and forum mentioned above. Mainly through the discussion here, new research subjects have been discovered such as the difference in the function of networks by organization and the necessity of demonstrating the transition process and factors in the future. Some of the research results will be published as a book after 2019.
