国連障害者権利条約（Convention on the Rights of Persons with Disabilities ; CRPD）が採択され、障害を理由とする差別を禁止することになった。2014年１月にこの国際条約を日本が批准したことを受け、障害者差別解消法が制定された。2020東京オリンピック・パラリンピックに向け、これらの法の趣旨を具現化する必要があり、日本政府は「ユニバーサルデザイン2020行動計画（Universal Design 2020 Action Plan）」を立案した。行動計画では、ユニバーサルデザインのまちづくりと同時に、新たな「心のバリアフリー」の理念を普及・啓発することを求めている。しかし、新しい「心のバリアフリー」の理念を普及・啓発するための研修プログラムは、企業向けのものしか開発されていない。そこで、本研究では、ユニバーサルデザイン2020行動計画に基づく、新しい「心のバリアフリー」の考え方を大学生に普及させるための研修プログラムの開発を行った。
研修プログラムでは、行動計画に基づき、(1)障害のある人への社会的障壁を取り除くのは社会の責務であるという「障害の社会モデル」を理解すること、(2)障害のある人（及びその家族）への差別（不当な差別的取扱い及び合理的配慮の不提供）を行わないよう徹底すること、(3)自分とは異なる条件を持つ多様な他者とコミュニケーションを取る力を養い、すべての人が抱える困難や痛みを想像し共感する力を培うことをポイントとした。また、企画段階から、多様な障害当事者の参画を求め、障害当事者がファシリテーターとして推進できるワークショップのプログラムを立案した。また、開発した研修プログラムを大学生対象に試行し、その教育効果を検討した。そして、その成果を日本福祉のまちづくり学会、書籍、雑誌等に紹介した。
Since "Convention on the Rights of Persons with Disabilities (CRPD)" was adopted at the United Nations, the elimination of discrimination on the basis of disability was prohibited. After the Japanese government ratified the CRPD in January 2014, "Act for Eliminating Discrimination against Persons with Disabilities" was established. Japanese government drew up "Universal Design 2020 Action Plan" due to adopt the spirit of the law for 2020 Tokyo Olympic and Paralympic Games. The action plan demanded not only developments of the universal design community to local governments and companies but also implementation of barrier-free minds to Japanese people. To proceed with the action plan, we should develop new training programs to promote an understanding of the barrier-free minds. However, there is only one program that was prepared by the Japanese government. Furthermore, the program was planned for businesspeople only. In this research, I planned to develop new training programs for university students.
I developed the training program of barrier-free minds based on the action plan. The program was planned to focus on (1) understanding "social model of disabilities" , (2) prohibiting the elimination of discrimination on the basis of disability, and (3) proceeding with sympathetic communication. The most important features of the program were intervention by people with various disabilities and participation of people with disability as a facilitator. I tested out the program to university students and I measured educational effects of the program. The results were presented to a conference of "Japanese Association for an Inclusive Society". And I published a book and submitted papers to academic journals about the program.
