本年度は, 予定通り1990年代の未来論に関する資料の収拾に重点を置きつつ, 1960末から70年代の未来論に関する調査も行った。
冷戦後の1990年代以降の未来論ついては, 米国の国家情報会議が5年ごとに発表する, グローバル・トレンドの記述の変遷を追跡するとともに, 日本における様々な研究レポートを整理, 分析する作業に精力を費やした。その結果, 冷戦後の国際秩序の動因として, 冷戦期とは対照的に, 地政学的関心が極度に低下する一方で, 民主化, グローバル化にともなう, 社会学的関心が強まり, 未来論の時間軸が長期化したことが発見された。
この時期の日本における未来論は悲観一色の観が強いが, その際ほとんど決まって論拠とされているのが, いわゆる少子高齢化, つまり人口動態を動因と考える議論である。このような発見に基づいて, 人口動態の国際秩序に対する意義を検討するため, 巨大な人口規模を持つ国家が有力となりつつある国際システムの特徴や固有のリスクについて分析を行い, 共同で編集した英文著作の一章として発表した。
さらにNHK放送博物館所蔵の映像資料の調査を行い, 70年代に放送されたドキュメンタリーシリーズ「70年代われらの世界」の, 保存されている全番組の調査を行なった。その結果, 環境問題, 人口問題, 家族問題, 技術と倫理, 原子力の安全性などの課題の大半が, この時期からすでに話題とされていることを確認した。
1970年代における, デタントの進行, 公害問題の深刻化, 経済成長の頓挫と生産性の政治への疑問といった時代の条件は, 様々な面で1990年代との類似性が見られる。そのため, 当時脚光を浴びた様々な社会現象, 例えばいわゆるウーマンリブ, ヒッピー, 農業コミューンの形成などの展開, および衰退についても調査に着手し, 二つの時代の連続性と非連続性を明らかにすべく作業を開始した。
In this fiscal year, as planned, I focused on the collection of materials on the futurology of the 1990s as well as a survey on related material from the end of the 1960s to the 1970s.
As for the futurology after the Cold War in the 1990s and after pursuing changes in the description of the Global Trends issued every five years by the National Intelligence Council of the United States and I analyzed various research reports in Japan. Out of the efforts I found as opposed to the Cold War period, as opposed to the Cold War period, while concerns about geopolitics declined, interests in sociological issues such as democratization and globalization increased its salience in the futurological literature and the discourse related to future has become longer in terms of the time horizon.
Discourse on Japan's future became highly pessimistic and the arguments are in almost all cases based upon demographic factors. Based on these findings, in order to examine the significance of demographic dynamics to the international order, I published my analysis of the international system in which countries with huge population sizes play major roles, in the form of a book chapter of an English volume I coedited, ,
Furthermore, I conducted research of broadcasted materials at the NHK Broadcasting Museum and managed to watch all the preserved programs of the documentary series "70's Our World". As a result, I confirmed that most issues such as environmental problems, population problems, family issues, ethics related to new technologies, safety of nuclear power, etc. were already widely discussed in the 70s.
Basic conditions of the 1970s such as detent, seriousness of pollution, economic stagflation and doubts about politics of productivity have some similarities with the 1990s. For that reason, I started to look into various social phenomena at the time, such as the formation of so-called women's liberation movements, hippies, agricultural communes, and to try to clarify the continuity and discontinuity of the two eras.
