| Abstract |
情報技術(IT)は、大規模災害時の意思決定に必要な情報の入手･分析・活用に不可欠であるが、災害マネジメントに十分にITが活用されているとは言いがたい。民間支援団体を対象としたIT活用の実態と課題に関する調査の結果、80%を超える団体が災害マネジメントにITを導入している一方で、IT担当者の人数やスキルの不足、情報を収集・分析・共有する仕組みの不足が課題であることが明らかになった。これらの課題を解決する新しい取り組みとして、専門家による組織的なIT支援を取り上げ、その可能性と求められる体制について考察した。
