| Abstract |
我が国の自動車関係諸税は走行量に依存しない保有税・取得税の比率が高く、現在の税体系が適切であるか重要な政策的課題である。本研究では、二部料金に代表される非線形な税体系の資源配分上の効率性と自動車関係諸税への導入を議論した。集計データを用いた自動車の利用と保有モデルの実証結果から、保有税に経済学的意義がある可能性を検証した。更に、道路利用の限界費用と道路混雑が引き起こす限界外部費用を求め、一定の条件下での次善の税体系を得た。
