Abstract |
1924年の党中央委員会10月総会は, 「ソヴェト活発化」を宣言し, それまでの農民に対する暴力的, 恣意的な統治を終わらせた。しかし党・政府の突然の政策変更は, 農村コムニストの不満を引きおこした。本稿は, その後1926–1927年に党が「ソヴェト活発化」の政策を事実上放棄していく過程を論じ, その過程のなかで, 戦時共産主義下の農村コムニストに特徴的な「クラーク清算」の志向が基本的に維持されたことを実証する。
The October Plenum (1924) of the Central Committee, demanding the liquidation of the remnants of "War Communism," resolved that non-party peasant activists should be promoted to the leading posts of local Soviets. It was the cassation of the 1924 election results during the winter of 1924–1925 that led to the "Revitalization of the Soviets." The abrupt change in the government authorities and the Party's tactics either bewildered or dissatisfied the local rural Communists who occupied administrative salaried posts in the countryside. This article describes how the Party practically abolished the policy of "Revitalization of the Soviets" and how this led to the preservation of the arbitrary and violent approach to ruling the peasantry up until the years of collectivization.
