本年度の研究課題である20世紀後半ソヴェト農村における作物の被害と国営作物保険、人の疾病・死亡と国営生命保険は国営火災保険と国営家畜保険と違って、ロシア革命前の帝政ロシアで導入されたことのない全く新しい形態の保険制度であった。20世紀前半ソヴェト農村における作物の被害と国営作物保険については、目下論文の執筆を進め、2022年上半期には欧米学術雑誌に投稿する予定である。なお、20世紀後半ソヴェト農村における作物の被害と国営作物保険については、2021年の夏休暇にロシア・モスクワの歴史公文書館と図書館で全く新しい膨大な量(8万5000枚の複写)の史料を発掘し、収集することができた。目下、その史料の整理とデータ構築を進めている。また、人の疾病・死亡と国営生命保険についても大量の史料を収集し、目下史料の整理とデータの構築を進めている。最も注目に値するのは、20世紀前半には国営火災保険と国営家畜保険が主流であったが、20世紀後半には国営作物保険と国営生命保険が国営保険事業の収支に占める割合がはるかに高くなり、主流となったことである。このことは、作物被害と人の疾病・死亡の数が20世紀後半に著しく高騰していたことを意味する。近いうちにこれらの問題について学術論文の執筆を進め、欧米学術雑誌に投稿する計画である。
なお、研究課題をまとめた論文「ソヴェト農村における火事、放火と国営火災保険:1917-1957」と論文「ソヴェト農村における家畜の死亡、屠畜と国営家畜保険:1917-1957」を欧米学術雑誌(Slavonic and Eastern European Review とSlavic Review)への再投稿を準備している。さらに、2022年度にはこれまで発表してきたソヴェト農村における国営農業保険についての研究の集大成として欧文の本を出版する予定である。
This year's research topics are crop damage and national crop insurance, human illness and death and national life insurance in rural Soviet Russia in the second half of the 20th century. They were completely new forms of insurance systems that, unlike national fire insurance and national livestock insurance, had never been introduced in Imperial Russia before the Russian Revolution. I am currently working on a paper on crop damage and state crop insurance, which will be submitted to a Western academic journal in the first half of 2022. Regarding crop damage and state crop insurance in Soviet farming villages in the second half of the 20th century, I was able to uncover and collect a vast amount of new historical documents (85,000 copies) at the Historical Archives and Library in Moscow, Russia, during the summer vacation in 2021. I am now in the process of organizing these historical documents and constructing data base. I have also collected a large amount of historical documents on human illness and death and national life insurance, and am currently organizing and building data on these documents. Most notably, national fire insurance and national livestock insurance were the mainstream in the first half of the 20th century, but national crop insurance and national life insurance became the mainstream in the second half of the 20th century, accounting for a much larger share of the balance of national insurance business. This meant that crop damage and the number of human illnesses and deaths soared significantly in the second half of the 20th century. I plan to write academic papers on these issues in the near future and submit them to European and American academic journals as well.
I have already published a paper summarizing our research project, "Fire, Arson, and State Fire Insurance in Rural Soweto: 1917-1957," Vol. 111, No. 4 (January 2019), and a paper, "Livestock Death, Slaughter, and State Livestock Insurance in Rural Soweto: 1917-1957," in the Journal of the Keio Economic Society, Mita Gakkai Zasshi. I am currently preparing to resubmit the above two articles to European and American journals (Slavonic and Eastern European Review and Slavic Review). Furthermore, in 2022, I plan to publish a book in English as the culmination of my research on National agricultural insurances in rural Soviet, which I have published to date.
