本研究では，「＜グローバル化＞と社会統合に揺れるフランスにおける立憲主義と法治国家原理の課題」に焦点を当て，フランス公法学が当該テーマについてどのような理論的再構築を行っているかを，多面的な視角から追求した。COVID-19まん延防止のため研究会をオンライン開催としたことで、国内旅費分を図書費に振り分ける変更があったが、パンデミック緊急事態法制などにも素材を求めることで、公権力の行使に対する国会や司法による統制、すなわち立憲主義と法治国原理の現状と課題を具体的に考察する機会とすることができた。
立憲主義および法治国家原理に関しては、以下の通りである。

COVID-19関係に関しては、以下の通りである。
1.ミニシンポジウム「パンデミックに向き合う日本とフランス」において、日仏比較法・実務家の観点から金塚彩乃（弁護士）、憲法・公衆保健法の見地から河嶋春菜（帝京大学）、行政法の観点から磯部哲（慶應義塾大学）がそれぞれ報告を行い、討議した。
2.Eric A. Feldman（Heimbold Professor of International Law、Professor of Medical Ethics & Health Policy、University of Pennsylvania Carey Law School）教授と、河嶋・磯部が、日米仏のCOVID-19対策に関して意見交換を行った。
以上の研究を通じて解明し得たことは、(1)社会的変容に伴い提起されている制度上の変革についても今後の課題として認識されていること、（2）今回のパンデミックが、これまで放置されてきた立憲主義と法治国家原理上の多くの課題を明らかにしたこと、(3)立憲主義と法治国家原理についてはグローバルな視点から検証を継続し、検討すべき課題が多いこと、である。
In this study, we focused on the issue of constitutionalism and the principle of the rule of law in France, which is shaken by "globalization" and due to social integration matters, and pursued the theoretical reconstruction of the topic in French public law from various perspectives.
In order to prevent the spread of COVID-19, we decided to hold the workshop online and therefore had to allocate the domestic travel expenses to the book expenses. However, by seeking materials such as the pandemic emergency legislation, we were able to have an opportunity to specifically consider the current situation and issues of the control by the Diet and the judiciary over the exercise of public power, i.e., constitutionalism and the principle of the rule of law.

Regarding the COVID-19 related issues, the following research activities have been carried out.
1.The mini-symposium "Japan and France Confronting the Pandemic,":Ayano Kanazuka (lawyer),from the perspective of comparative law and practitioners in Japan and France, Haluna Kawashima (Teikyo University), from the perspective of constitutional law and public health law, and Tetsu Isobe (Keio University) from the perspective of administrative law, presented their research achievements and discussed with other members.
2.Eric A. Feldman (Heimbold Professor of International Law, Professor of Medical Ethics & Health Policy, University of Pennsylvania Carey Law School), Professors Haluna Kawashima and Tetsu Isobe exchanged opinions on COVID-19 measures in Japan, the U.S., and France.
Through the above research, we have obtained the results that (1) institutional changes that are being proposed in line with social transformation are also recognized as future challenges, (2) the pandemic has revealed many issues in constitutionalism and the principle of the rule of law that have been neglected, and (3) there are many issues in constitutionalism and the principle of the rule of law that need to be continued and examined from a global perspective.
