命に関わるものの科学的に未解明である事象が現在進行形で起きている時,専門家はどのようなコミュニケーションを行うのがいいのだろうか.ネットニュースやSNSが普及している状況下という特徴を踏まえ,COVID-19のコミュニケーションについてウェブ調査を行った.
不確実性を伴う科学においては,専門家同士であっても見解が一致するとは限らない.この点について,見解の不一致を許容できると回答したのは55.1%にとどまった.これは気象庁による台風予測が現実と異なった場合の許容度よりも小さく,リスク認知の2因子モデル(恐ろしさ因子・未知性因子)と整合的であることが示唆される.
また,人々は,総理大臣/尾身茂会長/WHO局長のうち尾身茂氏を最も信頼しており,首相とWHOの30%程度の信頼度の倍近い57%を得ている.(ただし,たとえばNZのアーダーン首相率いる政府チームへの国民の信頼度は88%であることを踏まえると,いずれも信頼度は高くないとも言える.)
結論をまとめると,科学の不確実性は依然として市民には受け入れがたいものであるものの,現実的には,少なくとも予測が過大評価だったケースについては許容している.このような状況下で,専門家が直接的に情報発信できるようになった利点を活かすには,リスク評価者とリスク管理者の双方が市民から信頼されている必要がある.しかし現状は,リスク管理者の信頼が極めて低く,リスク評価者によるリスク管理への踏み越え効果は,当事者らの想定以上となっていることが示唆される.実際,リスク管理として定められた政策や措置と整合するようにリスク評価を行うという危険な状況が生じており,結果的に市民は誰も信じられないが故に自粛することで感染抑制する,という不安定な状況に置かれているといえよう.
When life-threatening but scientifically unexplained events are ongoing, what kind of communication should experts use? We conducted a web survey on the communication of COVID-19, taking into account the characteristics of the situation in which online news and social networking services are prevalent.
In science, which involves uncertainty, even experts do not always agree with each other. In this regard, only 55.1% of the respondents agreed that disagreement was acceptable. This is smaller than the level of acceptability of typhoon forecasts by the Japan Meteorological Agency, which is consistent with the two-factor model of risk perception (fear factor and unknowability factor).
Also, people trust Shigeru Omi the most among the Prime Minister, Chairman Omi, and WHO Director-General, with 57% trust, almost double the 30% trust of the Prime Minister and WHO. (However, given that the public trust in the government team led by Prime Minister Ardern in NZ, for example, is 88%, it could be argued that the trust in both is not high.
In summary, while scientific uncertainty remains unacceptable to the public, the reality is that it is acceptable, at least in cases where predictions have been overestimated. In order to take advantage of this situation, both risk assessors and risk managers need to be trusted by the public, in order to take advantage of the ability of experts to directly disseminate information. However, in the current situation, the trust in risk managers is extremely low, suggesting that the effect of risk assessors overstepping the bounds of risk management is greater than expected by the parties concerned. In fact, a dangerous situation has arisen in which risk assessments are made to be consistent with the policies and measures established for risk management, and as a result, citizens are placed in a precarious situation in which they do not trust anyone and therefore refrain from infection control.
