本研究の目的は、ネパールにおける防災-公衆衛生プラットフォーム推進に必要となるICT 環境の構築のために必要となるシステムの要件を抽出し、災害時に看護師をはじめとする医療職がタイムリーに被災地のヘルスリスク調査を行うことを可能とするシステムを構築することである。本研究は、単に高速・高性能なシステムを構築することが目的ではなく、ネパールで防災や公衆衛生に関わるステークホルダー(被災した住民や、被災しながら現地で保健活動を継続している看護師等を含む)の生活状況や業務内容を鑑み、現地で実用可能なシステムを持続可能な方法でかつナショナルレベルで提供するための政策提言に資する実証とすることを狙っている。
本研究では、ネパール看護協会が実施しているトレーニングを受けた災害看護師が、災害時に適時にヘルスリスクのモニタリングを実施するための、モバイル情報システムの開発を行っている。2 年目となる今年度は、下記の項目を実施した。
・Android 上で稼働するモバイルメディカルレコードアプリの開発
・アプリで収集したデータを蓄積・分析するためのサーバ機能の開発
システムは、フィリピンの医療職向けに開発されたものをネパール向けにカスタマイズする形で開発を行った。
なお、2020年2月より、ネパールの災害看護師が新型コロナウイルス対応のため、現地でヘルスモニタリングを実施することとなった。さらに日本を含む各国で渡航制限が行われたため、予定していたネパールでの予備評価を中止し、代替として災害時のヘルスモニタリングに必要となる道具を現地で3Dプリントするために必要な環境の検討を行った。
The purpose of this study is to develop a system an ICT-based disaster prevention and public health platform in Nepal.
A system was developed to enable nurses and other medical professionals to conduct health risk assessments in disaster areas in a timely manner.
In  this study we develop a mobile information system for disaster nurses trained by the Nepalese Nurses Association to monitor health risks in a timely manner during a disaster. In this second year we developed the following functions.
- A mobile medical record application running on Android.
- The server functions for storing and analyzing the data collected by the application.
In addition, since February 2020, disaster nurses in Nepal have been conducted to health monitoring in the field in response to the novel coronavirus. Concerning this condition, we decided to postpone the preliminary evaluation in Nepal, and instead we studied the environment necessary for 3D printing to develop the tools needed for health monitoring at the time of disaster.
