2019年4月より外国人の労働者受け入れが拡大される。このことを踏まえて，本研究では，日本に滞在する外国人の社会的包摂を促進する機関となりうる公立図書館に着目して，彼らの図書館利用の実態を明らかにする。
本研究では，まず日本における多文化サービスについて文献調査を行った。その結果，全国調査や事例紹介はなされているが，外国人を直接対象にした調査は十分なされていなことが分かった。
つぎに，日本に滞在する外国人に対して調査を実施した。調査においては，日本に滞在する外国人のより深い認識を明らかにするため，質的な調査手法を用いることとした。具体的には，まず，外国人に対して図書館の利用について，母国での経験とともに，日本での経験，認識を半構造化インタビューによって尋ねた。つぎに，それを書き起こしコーディングを行った。調査対象者は7名で，調査時期は2018年11月から2019年3月である。調査は，図書館・情報学研究法の授業の一環としても行った。
調査の結果，9つのカテゴリー（以下「」で囲んでいる）とそれらに包含される要因を生成することができた。以下，カテゴリ間の関係を示しながらそれらを整理する。
まず，図書館利用を規定する背景的要因として「本人の属性要因」と「社会環境による利用習慣の形成」があった。前者は，滞在国の言語能力や，図書館の利用意向を表す。後者は母国での図書館利用機会・教育メソッドなどを表す。それらは図書館利用の基底要因と呼ぶことができる。
それをベースに，つぎに「競合サービスの習熟と利用可能性」及び「図書館の外形的要因」が関係していた。前者は，電子書籍による代替やオンライン書店の存在であり，後者は利用のためのコストや近接性を表す。そうした利用のハードルのつぎの段階として，アウトリーチ活動等による「図書館による積極的働きかけ」，さらには，手続きの簡易さ・サービスの品質等の「図書館のインタフェース」が利用促進の要因であった。
これらの条件を踏まえた上で最終的には，滞在可能性や空間の開放性等の「空間的快適性」，資料の利用可能性や探索容易性等の「情報入手可能性」，母国語資料や言語的負荷の少ない資料の有無などの「情報資源充実」が，図書館利用を決定する要因として浮かび上がった。
今回の調査結果は必ずしも要因を網羅的に明らかにすることはできていない。今後，調査をさらに進めて新たなカテゴリ，概念の生成をするとともに，モデルをブラッシュアップした上で量的な調査を実施していきたい。
The acceptance of foreign workers will be expanded from April 2019. Based on this fact, in this research, I focused on public libraries which can be an institution that promotes social inclusion of foreigners staying in Japan, and I tried to clarify the actual situation of their library use and issues to promote their use.
In this research, I first conducted a literature survey on multi-cultural services in Japanese public libraries. Next, I conducted a survey on foreigners staying in Japan. In the survey, I used a qualitative survey method to clarify the consciousness of foreigners staying in Japan. Especially, through a semi-structured interview, I asked foreigners about the library use habit in their home country, as well as experience and recognition in Japanese public libraries. Next, I transcribed it and made coding. Seven people were surveyed from November(2018) to March(2019). The survey was also conducted as part of the class of Library and Information Science Research Method.
As a result of the investigation, I generated nine categories and many concepts in it. I will organize them below by showing the relationship between categories.
First, there were "background factors of personal identification" and "formation of usage habits depending on the social environment" as background factors of the use of the library. "Background factors of personal identification" include the language ability of the staying country and the wish to use the library. "Formation of usage habits depending on the social environment" represents the library usage opportunities and educational methods in their home country. These were the basic factors of library use.
Based on these factors, then, "mastery and availability of competing services" and "external factors of the library" are the next important factors to decide the library use. The former is the availability of electronic books and the presence of an online bookstore, etc, and the latter represents the cost and proximity of public library for them, etc. The next factors were the promotion of the use of "library services" such as "encouragement by libraries" through outreach activities, etc., and simplicity of procedures and quality of service are also important.
After overcome these factors, "spatial comfort" such as staying possibilities and openness of space, "information availability" such as availability and searchability of materials, and "ample Information resource" such as the presence of Japanese language materials and easy understandable materials for foreigners emerged as a factor determining the use of the library.
The results of this survey are not comprehensively clarifying factors of the use of a public library for foreigners in Japan. In the future, I will further investigate and generate new categories and concepts to brush up models and will carry out quantitative surveys.
