本研究の目的は、長野県下伊那地方の小学校における戦後直後から1950年代半ばに至る「学校と家庭の連絡」がどのように模索されていたのかを歴史的に明らかにすることである。本年度は、PTA発足以前から、下伊那地方において自発的に発生した「学校と家庭の連絡」をめぐる活動の展開について、学校資料から明らかにするとともに、長野県全体の動向をPTA関係資料や信濃教育会雑誌、さらに地方新聞である信濃毎日新聞の記事を分析することによって検討した。
その結果、①戦後の保護者会及びPTA発足直後、「学校と家庭の連絡」は保護者・教員の新教育理解を深めることや教養の向上が戦後の「学校と家庭の連絡」の最重要課題と認識されていたこと、②教員争議問題の解決や戦後の食糧・物資事情の改善に伴い、PTAにおける「学校と家庭の連絡」の主要な活動は学校教育の物理的支援に傾注する一方、PTA活動の本質的課題とされた新教育理解や教養向上は後退し、この傾向は長野県全体に見られること、③戦後の新たな「学校と家庭の連絡」を模索する過程で、教員は「教権の独立」維持するため、保護者の学校教育への参加を外的なものに抑制しようとする傾向がみられたこと、の3点が明らかにされた。
本研究の成果を踏まえ、今後は①新制の学校制度が発足する過程で教員は「教権の独立」をどのように確立しようと考えていたのか、②学校教員は戦後の新たな「学校と家庭の連絡」の理想的なあり方をどのように捉えていたのか、③保護者は戦後の「学校と家庭の連絡」のあり方、そして子どもが受けている新教育をどのように受けとめていたのか、を明らかにする必要性が示された。
The purpose of this historical research is to analyze the "Co-operation between school and home" at primary schools in Shimoina District in Nagano Prefecture from 1945 to 1955. This year, parents' spontaneous actions for establishment of "Co-operation between school and home", started from just after the World War Ⅱ, were studied by analyzing school materials, PTA materials and Educational Magazines in Nagano Prefecture, and local newspapers.
As a result of this research, followings were found:
1. In the very first period of parents-teacher meeting, understanding of 'new education' was the main purpose of "Co-operation between school and home'.
2. In accordance with improvement of financial conditions, understanding of 'new education', which was the main purpose of 'co-operation between school and home' ,was replaced by financial support from parents to school.
3. In the process of establishment of 'Co-operation between school and home' under the new school system, it is pointed out that teachers tended to alienate parents' participation in school education in order to secure 'the independence of ecclesiasticism'.
It is suggested that how teachers understood the 'Co-operation between school and home' and how they tried to establish 'the independence of ecclesiasticism' under the new education system should be analyzed as further issues.
