本研究の目的は、ネパールにおける防災-公衆衛生プラットフォーム推進に必要となるICT環境の構築のために必要となるシステムの要件を抽出し、災害時に看護師をはじめとする医療職がタイムリーに被災地のヘルスリスク調査を行うことを可能とするシステムを構築することである。本研究は、単に高速・高性能なシステムを構築することが目的ではなく、ネパールで防災や公衆衛生に関わるステークホルダー(被災した住民や、被災しながら現地で保健活動を継続している看護師等を含む)の生活状況や業務内容を鑑み、現地で実用可能なシステムを持続可能な方法でかつナショナルレベルで提供するための政策提言に資する実証とすることを狙っている。

本研究では、ネパール看護協会が実施しているトレーニングを受けた災害看護師が、災害時に適時にヘルスリスクをモニタリングするために必要となるシステムを構築する。初年度となる2019年度には、ネパール看護協会においてワークショップを実施し、システムの機能要件の抽出および利用者となる災害看護師向けのトレーニング内容の検討を行った。

さらに、西日本豪雨災害の被災地域での現地調査および支援者へのヒアリングを行い、災害時に必要となるヘルスモニタリング項目に関する検討を行った。

今年度の研究によって、ヘルスモニタリング項目、システムの機能要件が明らかになった。さらに、看護師に向けて必要となるトレーニングについての示唆を得ることができた。今後は、システムの開発、予備評価、看護師向けのトレーニングプログラムの開発を行う。
The purpose of this research is to extract the system requirements that are necessary for establishing an ICT environment for promoting disaster prevention and public health platform in Nepal. The purpose of this research is not simply to build a high-speed and high-performance system. This research aims to contribute to policy recommendations about provision of viable and sustainable system at the national level.

In this study, we develop a system for monitoring health risks in a timely manner. Disaster nurses trained by the Nursing Association in Nepal are assumed as a user of this system.

In 2019, the first year, We held a workshop in the Nursing Association in Nepal to identify the functional requirements of the system and to consider the training content for disaster nurses who will be users.

In addition, we conducted field surveys and interviews with supporters in areas affected by the heavy rain disaster in West Japan, and examined the health monitoring items that would be necessary in the event of a disaster.

This year's research revealed health monitoring items and functional requirements of the system. Furthermore, suggestions on the training needed for nurses are gained through the field survay. In the further research, We will develop the system, preliminary evaluation and training program for nurses.
