本研究は小泉政権以降の皇室制度の変更をめぐる政治過程を、政官関係の観点から実証的に観察することを通じて、現代日本の政官関係に関する知見の蓄積をはかることを目的とする。その一環として、今年度は近年の皇族の減少に対処するために女性宮家の創設などを検討した野田政権の取り組みに焦点をあて、それがどのように政権の政策課題として浮上し、2012年2月からの有識者ヒアリングを経て、10月の皇室典範改正に向けた論点整理の発表に至ったのかを分析した。
その際、本研究では当時の政府の会議録や新聞記事などを活用するだけでなく、当事者に対して体系的なインタビューを実施した。インタビューの対象としたのは、政と官の結節点にあり、近年、その政治的な重要性を増大させている内閣官房の正副長官である。具体的には、野田内閣の内閣官房長官であった藤村修氏（現・あしなが育英会副会長）、内閣官房副長官であった齋藤勁氏（現・勁草塾代表理事）、同じく副長官であった長浜博行氏（現・参議院議員）を対象者とし、事前に作成した質問票をもとに、それぞれに同様の質問を行った。
その結果、野田政権が皇室典範の改正に向けて動いた背景には、皇族の減少に懸念を抱いていた宮内庁の強い働きかけがあったとはいえ、それを実際に政治課題として取り上げた野田首相のリーダーシップが重要であったこと、皇室問題が野田政権の政策課題の中でも、消費税率の引き上げや尖閣諸島の国有化問題と同様に重要性が高かったこと、野田内閣は2012年12月の総選挙の結果、退陣を余儀なくされたが、2013年の通常国会に皇室典範改正法案の提出を予定していたことなどが明らかになった。
その他にも、本研究では長く皇室制度に関わる問題を取材してきた野田武則氏（現・毎日新聞政治部）にもインタビューを実施し、野田政権下における女性宮家の創設をめぐる与野党の政治家やマスコミの動向などについて知見を得た。
This study aims to accumulate the knowledge on the political relationship between statesmen and the bureaucracy of contemporary Japan, through empirically observing the political process over the change of the system of the Imperial Household after the Koizumi administration. As a part of this, we focused on the efforts of the Noda administration considering the establishment of female palaces, and how it emerged as a policy issue of the administration.
In doing so, in this research, we used systematic interviews with the parties, as well as making use of the conference proceedings of the government and newspaper articles. The subjects of the interview were the Chief Cabinet Secretaries and the Deputy Chief Cabinet Secretaries, which are at the nodal point between statesmen and the bureaucracy and have increased their political importance in recent years. Specifically, the candidates were Mr. Osamu Fujimura (currently vice president of Ashinaga) who was the Chief Cabinet Secretary of the Noda administration, Tsuyoshi Saito (currently representative director of keisou-juku) and Mr. Hiroyuki Nagahama (currently the member of the House of Councilors) who were both the Deputy Chief Cabinet Secretaries of the Noda administration. They were asked similar questions based on questionnaires prepared in advance.
As a result, it became clear that the leadership of the Prime Minister Noda was an important factor behind the Noda administration's move toward revision of the Imperial House Law, even though there was a strong support of the Imperial Household Agency. Moreover, it was also discovered that, under the Noda administration, the issue concerning Imperial Household was as important as raising consumption tax rate and the problem of nationalization of the Senkaku Islands.
In addition, this study also performed an interviewed with Mr. Takenori Noda (currently the political department of Mainichi Shimbun) who has covered the issue of imperial house system for many years, and gained insight on the trends of the establishment of female palaces under the Noda administration.
