| Abstract |
本稿の目的は，戦後日本における第4 次石炭政策を対象として，産業に対する構造調整政策と企業行動の関係を明らかにすることにある。第4 次石炭政策に対する評価は，40年余りにわたる日本の石炭政策の中で，縮小均衡に向かっての調整に方向転換した画期をなす政策であるという点でほぼ一致している。しかし，同政策の形成過程において重要な役割を果たした植村構想を中心とする石炭産業の「体制」をめぐる議論と実際の政策がその後の企業行動にどのような影響を与えたのか，という点については，これまではほとんど注目されてこなかった。そこで本稿では，1970年代初頭に活発化した大手石炭企業の石炭部門の分離と石炭政策との関係に着目し，第一に，経理規制と特別損失補償制度が相互に補完的な機能を果たすことによって企業再編が活発化したこと，第二に，より一般的な含意として，政策がもたらす結果は，政策があらかじめ想定した目的にとどまらず，それぞれの立場から政策に対して可能な限り合理的に対応しようとする利害関係主体の相互作用によって決定されることを示した。
