| Abstract |
本研究では、①所得・消費・資産など複数のデータを用いて貧困の実証研究を行い、②新たな貧困政策の検討を行った。①では、1994年から2009年の (都道府県別の) 貧困・格差指標の推計や年齢階級別貧困率の変動要因の検討を行った。②では、消費税の低所得者対策 (軽減税率・給付つき税額控除等) の逆進性緩和効果の推計を行った。また住宅アフォーダビリティーの検証から住宅手当の必要性などについて議論した。
This study concerns two major topics of research: 1) the experimental analysis of poverty based on income, consumption, and assets; and 2) the examination of certain new anti-poverty policies. In the first part of the research, we undertook the measurement and decomposition of poverty and inequality from 1994 to 2009. In the second part, we examined the effects of reduced VAT rates and tax credits on mitigating the regressivity of VAT for low-income households. Furthermore, we discussed the necessity of housing benefits in terms of housing affordability.
