| Abstract |
自然災害は常に人間の安全保障を脅かす。1997年のポーランドにおけるオーデル川の洪水は、ポーランドの自然災害史上未曾有の被害をもたらした。ここで明らかになったことは、国家と地方の調整能力の低さと地方政府の意外なまでの強靭さであった。1998年の地方行政改革を踏まえ、政府はオーデル川の総合復興開発計画としてオーデル2006計画(Odra 2006)を推進している。この計画は、持続可能な発展原則に基づきながら、環境保護・水運促進・洪水管理等を同時並行的に行う大規模な計画である。本稿では、1997年以降の政治・経済の流れの中でオーデル2006計画を捉え、これを概観するとともに、残された諸問題を指摘する。
