戦後復興から高度成長の収束期まで, 日本では生産と投資の調整が実施された。この時期の日本では, 国際競争力の強化に向けて戦略産業の選択, 最適な技術選択, 効率的な投資単位を実現することが重要政策課題であった。このため, 戦略産業における国内市場を外貨管理や関税を通じて保護した上で, 国内需要の伸びに合わせて, 最適な投資・生産量を設定し, 国内各社の投資計画, 生産計画を調整していた。積極的な投資を促すための, 関税, 助成金, 政策金融, インフラの整備が実施され, そして中期的な需給見通しに照らして, 最適な投資計画を目指した。
From postwar reconstruction to the convergence of high growth, the adjustment of production and investment had been conducted in Japan. At the time, in Japan, it was an important policy to choose strategic industries, the most suitable technology, and an effective investment unit for the reinforcement of international competitiveness. Therefore, the government protected the domestic market of the strategic industries through foreign currency management and import duties. As for the growth of domestic demand, the government set out the most suitable volume of investment and amount of production and adjusted the investment projects in tandem with the production schedule of domestic companies.
