The claim fund from Japan played an important role in the Korean shipbuilding industry from the late-1960s through the early-1970s. First, half of the construction of fishing vessels, mainly small- and medium-sized coastal fishing boats was built by the claim fund. The Korea Shipbuilding Corporation used the claim fund to support projects such as the expansion of facilities and the construction of freighters. Nevertheless, it did not meet the expectations of the shipbuilding industry, which had expected the introduction of the claim fund to yield complete import substitution. The industry continued to import vessels and also recommended it by government policy.
