ケインズの乗数理論によって創められたマクロ経済学は市場で取引される財を一まとめに国民生産物と呼び, その均衡値が市場での需給を通じてどのように決定されるかを論じている。それは, 政府が公共事業を通じて国民生産物の増加と失業の克服を果たすフィスカル・ポリシーの有効性を主張したが, さまざまな批判を浴びてきた。本稿では, 従来のケインズ理論で公共財の取り扱いが不十分であることに注目する。民間財と公共財を明確に区別する2財実物モデルを提示してケインズ理論を見直し, フィスカル・ポリシーと伝統的財政政策との統合, さらにはマクロ経済学の再構築を目指す。
The macroeconomics initiated by the Keynesian multiplier theory calls the goods collectively traded in a market as the national product. 
This study discusses how these equilibrium values are decided through supply and demand in the market. 
Although the said theory claims the effectiveness of fiscal policies for achieving the increase in national products and the control of unemployment through public works projects, the theory has been exposed to various criticisms. 
This study particularly focuses on the argument that in traditional Keynesian theory, the treatment of public goods is insufficient. 
Presenting two real models clearly distinguishing private and public goods, we review Keynesian theory, aiming at a consolidation of fiscal policy and traditional fiscal policy and a general restructuring of macroeconomics.
