近年ドイツは事実上の移民国家から公式の移民国家へと転換したが, このことが, 法制度的な側面だけではなく, その政策方針の内実においても変化したことを意味するのかどうかを本稿において検討した。その検討の結果, 近年策定されたドイツの移民受け入れ, ならびに, その統合政策は, 国内労働市場の保護とドイツ社会の持続的変容の抑制という労働市場政策ならびに内国秩序管理政策を重視する政策方針に基づいている点を明らかにし, 現在のところ, 政策のあり方はこれまでとは必ずしも大きく変化するものではないことを論じた。
Recently, although Germany has shifted from a defacto immigration country to an official immigration country, this study verifies whether this phenomenon is not limited to legal system aspects and signifies a factual change in policy direction.
As a result of this investigation, Germany's recently formulated acceptance of immigrants, as well as its integration policies, reveals that they are based on the protection of the domestic labor market and labor market policies, such as suppression of continuous change in German society, as well as policy directions placing importance on domestic order management policies.
Moreover, this study argues that, presently, the state of policies will not necessarily change greatly from what it has been.
