国内機械金属工業は, 高度成長期の後半期以降, 国内周辺地域へ誘致工場として分工場立地した。それらの誘致分工場の多くが, 1990年代以降, 日本製造業の東アジア化のもとで, 国内周辺地域から東アジア地域へと転出した。他方で, 誘致分工場立地ながら, 立地条件の変化後も, 国内周辺地域で依然発展している工場群も存在する。後者の工場群がその特徴として, 工場責任者が経営上の裁量権を持っていたことを, 岩手県の事例を通じて解明した。
Since the second half of the high-growth period, domestic machinery and metal industries have shared factory locations at the invitation of attracting factories to adjacent domestic areas. 
As part of the localization of the Japan manufacturing industry in East Asia, numerous invited factories have moved from adjacent domestic areas to East Asian regions since the 1990s. 
On the other hand, even when considering invited shared factory locations, after changes in location conditions, a group of factories exists in adjacent domestic regions that indicate development. 
The latter group of factories has, as a feature, an individual responsible for managerial discretion, as is explained by the case study of Iwate Prefecture.
