地球温暖化政策手法として自主協定が国際的に脚光を浴びている。日本でも温暖化に関する京都議定書採択に先立つ1997年7月, 経団連（現日本経団連）が自主行動計画を策定し, 計画達成を目指している。ここで問題は自主協定（或いは自主行動計画）の有効性である。本稿では環境効果に焦点を当て, 産業部門の主要な政策として自主協定を採択しているドイツ, オランダ, 日本の例を検証し, 自主協定評価手法の確立につき検討する。この他, 環境政策と自主協定の関係についても付言する。
Voluntary agreement as a policy measure for coping with global climate change has recently attracted international attention. 
In July 1997, preceding the adoption of the Kyoto Protocol, the Federation of Economic Organizations of Japan (currently, Japan Business Federation) formulated The Voluntary Action Plan, aiming to achieve the stated objectives. 
The focus in this paper is the effectiveness of the voluntary agreement (or voluntary action plan). 
This study focuses on the environmental effectiveness, examining cases from Germany, the Netherlands, and Japan (all of which adopted the voluntary agreement as a measure policy in industrial sectors) and discusses the establishment of evaluation method of voluntary agreement evaluation method. 
In addition, it comments on the relationship between environmental policies and voluntary agreement.
