The advent of new citizens has dramatically changed the image of civil society. New citizens (global- local -oriented people) demanded an new mode of education (as an interaction) such as "democratic education," or "multicultural education". They have not only uncovered the ways in which the voluntary citizens' movements impact the education system on all levels; they also proposed alternative approaches to new education mode (radically different ways of establishing and running education mode). We must regard "participation, dialogue, cooperation "as more important factor of education. It can foster a cooperative, critical and active citizenry who believe in the values of democratic citizenship. New education as an interaction has a crucial role to reconstruct ruined Japanese Schools. Glocal society might be realized with new education.
