This paper clarifies the processes involved in the provision of social support for new Southeast Asian immigrants to Taiwan. Support has gradually expanded as the Taiwanese government has reformed their migration policy. The paper also analyzes the transformation of multicultural policy in Taiwan following the recent introduction of the new southbound policy. While some scholars in Taiwan discussed the realization of a multicultural society by accepting Americanized multicultural theory from the 1970s, ethnic revivalism was activated in the private sector. After that, some social movement practitioners began to support new immigrants from the 1990s onwards. They also protested about the unfair migration policy and about the social exclusion of immigrants. As a result, an integrated social care system which permits immigrants to receive an education, medical care, livelihood support, and ethnic care for transmission of their own culture while they continue to stay in Taiwan is being established. The government intends to collaborate with the private sector to take action. Government will provide significant and comprehensive support to new immigrants and strengthen the new southbound policy. Meanwhile, social practitioners have discovered other minorities and support the construction of a social system which reconstructs ethnicity by promoting ethnic interests as political minorities. In this way, this paper states that there is a high possibility that prevailing social support has been affected by the ethnic identity of people in Taiwan.
