The purpose of this study is to explain how Confucianism was applied in the formative process of "Kokumin-Doutokuron". It was at the end of the Meiji era that "Kokumin-Doutokuron" was widely discussed as morality peculiar to Japan in the history of modern Japanese thought. Tetsujiro lnoue is regarded as the central advocate of the theory. The first part of this paper examines lnoue's understanding and recognition of Confucianism in relation to his moral education thought. The second part describes how lnoue applied Confucianism to "Kokumin-Doutokugairon" that his argument had established. Inoue found educational meaning in Confucianism, and connected it to the moraleducation. However, the core of lnoue's "Kokumin-Doutokuron" consisted of Confucianism modified by his arbitrary interpretation.
